About this file
This is Addendum #2 to Request for Proposal 2026-1178 issued by Texas Tech University (TTU) for security equipment and services at the Reese National Security Complex in Lubbock, Texas. The addendum, dated March 27, 2026, provides clarifications on network configuration support, labor category documentation submission, facility construction scope, pricing presentation formats, and technology standardization preferences. Notably, the addendum updates the proposal due date from April 2, 2026, to Tuesday, April 7, 2026, at 3:00 PM Central Standard Time. The RFP encompasses a comprehensive Master Service Agreement for security solutions including perimeter security, surveillance systems, access control, alarm detection, visitor management, and integrated monitoring capabilities. Individual projects will be determined on an as-needed basis following contract award, with no predefined not-to-exceed budget parameters. The contract term is anticipated to begin upon final signature and expire four years from execution, with automatic renewal for up to four additional one-year terms unless either party provides written notice of non-renewal at least sixty days prior to term expiration.
The addendum clarifies that TTU's network configuration support will vary depending on individual project requirements, and bidders may submit supporting documentation for all labor categories and services they wish to include in their proposals. Pricing may be presented through manufacturer's suggested retail price lists with percentage discounts or discounted markup rates for labor services, with multiple Attachment A submissions permitted for different industry categories. Technology standardization preferences will vary by individual project requirements with no set standard mandated for the entire complex. Pricing must remain firm for twelve months following contract execution, with potential increases not exceeding three percent annually thereafter. The RFP specifies a one percent Historically Underutilized Business (HUB) goal for all categories in fiscal year 2026, and TTU reserves the right to make single or multiple awards without guaranteeing minimum order volumes.

ADDENDUM #2
DATE: Friday, March 27, 2026
TO: All Proposers
FROM: Andrew Jaco, Project Manager, Office of Procurement
Services
SUBJECT: Texas Tech University RFP 2026-1178 Reese
National Security Complex Security Equipment and Services
NOTICE TO ALL PROPOSERS:
The following shall be incorporated into and become a part of the original Contract Documents and Specifications of the above-identified project.
You must acknowledge receipt of this Addendum by noting it on your proposal form. Please note that submitted questions that do not have an answer in this Addendum will be addressed in future Addenda.
Item #1:
Question 1: Will TTU provide network configuration support (VLANs, IP schema, firewall rules), or should this be included in the Proposer scope?
Answer: TTU’s support for network configuration will vary depending on the requirements and scope of individual Projects.
Question 2: Utilizing Attachment A - can/what supporting documentation -specifically labor categories can/should the bidder submit?
Answer: Bidders should submit any and all documentation that supports the categories they wish to submit as part of their bid. As the
RNSC will contain various Projects and needs that are, as of yet, undetermined throughout the life of any awarded contract(s) from this RFP, TTU may be able to choose any necessary submitted Service and the corresponding labor rate. Services that do not appear on the submitted Proposal, may not be available for use by TTU.
Question 3: Can TTU clarify whether any facility construction, renovation, or infrastructure work associated with the Reese National Security Complex is being procured under a separate contract or procurement vehicle, and whether the security systems integrator will be expected to coordinate with a separate construction contractor?
Answer: This RFP is strictly for security-related Equipment and Services.
Any construction Projects resulting from this RFP, are only related to the installation and/or repair of said equipment.
Question 4: How would you like pricing laid out? We can provide MSRP pricelists and percentage off that. Would that suffice? Or would you like info on proposed technologies that we can design, install, and/or support?
Answer: As pricing will vary across industries, from physical security to digital, percentages off of MSRP and/or discounted markup rates are acceptable, per Page 2 of Attachment A. Labor rates can be provided at a discount as for services, per the table on Page 2 of Attachment A. Multiple copies of Attachment A can be submitted if applicable. One for each industry Proposed.
Question 5: For products listed, is it preferred to streamline all projects under the UFGS/UFC guidelines or is it TTU's preference to use same technologies that TTUs has standardized on? If prefer TTU's standard, can you provide a list of those manufacturers, or the best that you can, for each discipline required for RNSC?
Answer: Preferences will vary depending on the individual Project requirements and needs. No set standard is required or preferred for the entirety of RNSC.
