About this opportunity

The Greater Orlando Aviation Authority (GOAA) is seeking competitive proposals for a Retail Concession opportunity within the North Terminal Complex (NTC) at Orlando International Airport. This procurement is specifically for Concessions Package 15, targeting experienced and innovative concessionaires to operate a retail location that exceeds modern traveler expectations. The contract term is 10 years, beginning on the Commencement Date, with proposals due on April 25, 2025. Proposers must demonstrate significant experience in managing similar concessions, provide detailed information about their operational approach, and submit a comprehensive proposal that includes concept quality, product variety, pricing strategies, and potential concession improvements. The evaluation criteria will encompass multiple factors, including ACDBE participation, customer service approach, demonstrated experience, and the ability to create a visually appealing and innovative retail environment that reflects the spirit of Central Florida.

The procurement includes a specific Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 20% of total anticipated concession revenues. Proposers are required to make a minimum capital investment of $500 per square foot for concession space and submit a percentage of gross receipts that must be 10% or higher, with a Minimum Annual Concession Fee set at $523,000. The contract allows for non-exclusive rights to operate within the airport's Terminal Complex, with specific operational requirements including maintaining high-quality service standards and compliance with airport regulations. Financial obligations include a complex fee structure comprising Annual Rental Fee, Minimum Annual Privilege Fee, and percentage-based fees. While no specific incumbent vendor is mentioned, the opportunity is part of a broader initiative to enhance the airport's retail offerings, with potential annual revenues and economic impact significant enough to attract sophisticated retail operators interested in a high-traffic airport environment.
