About this file

This concept description document, issued by the Greater Orlando Aviation Authority for the North Terminal Complex at Orlando International Airport, outlines the requirements for Concessions Package 15, a retail concession opportunity spanning approximately 2,759 square feet across four locations. The package includes four tech retail units located in Airside 1 (929 sq. ft.), Airside 2 (639 sq. ft.), Airside 4 (327 sq. ft.), and the Landside Terminal (864 sq. ft.). Each unit must feature high-tech electronics and gadgets including tablets, fitness bands, mobile device accessories, charging devices, cell phones, noise-cancelling headphones, speakers, and digital cameras, while prohibiting food and beverage items, newsstand products, neck pillows, luggage, and vending machines. The contract term is ten years with a target opening date of June 2026, and proposals were due April 25, 2025.

The minimum annual concession fee is $523,000 with required initial improvement investments of $500 per square foot for retail space. Proposers must commit to a mid-term investment of 15 percent of actual investment in original improvements and achieve an Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 20 percent. All retail locations must implement contactless payment options, provide high-quality products at good value, utilize compostable or recyclable consumer-facing packaging and bags, and prohibit plastic bags and polystyrene items. Additional restrictions include prohibitions on selling gum and popcorn airport-wide, with theme park merchandise limited to airside newsstands and news/gift stores exceeding 500 square feet at no more than five percent of store area.

• Contactless payment options, including the implementation of technology to offer non-printed/paperless receipts

• High quality product offerings

• Compostable consumer-facing packaging (pre-packaged items are excluded from this requirement, but Concessionaires should make a good faith effort to source sustainable products in environmentally friendly packaging)

• All customer bags should be made from recyclable or compostable materials and able to be recycled or composted

The Greater Orlando Aviation Authority is committed to the City’s sustainability goals to enhance quality of life and wellbeing, generate diverse economic growth, and create equitable access to resources and services for the entire Orlando community and visitors to the Orlando International Airport.
