About this file

This is an Award Limitation Status document issued by the Greater Orlando Aviation Authority (GOAA) outlining concession program award limitations for Orlando International Airport's North Terminal Complex as of February 2025. The document establishes the framework for the Airport Concessions Disadvantaged Business Enterprise (ACDBE) program, which encompasses 201,474 square feet across 17 packages divided into Food & Beverage (136,387 sq. ft.) and Retail (65,087 sq. ft.) categories. The program is structured in three phases plus future opportunities, with Phase 1 containing 8 packages totaling 82,833 square feet, Phase 2 containing 7 packages totaling 59,861 square feet, and Phase 3 containing 2 packages totaling 19,090 square feet. Proposals for Package 15, a Phase 2 retail concession, are due April 25, 2025, with a 10-year contract term. The contract requires a minimum capital investment of $500 per square foot and a minimum annual concession fee of $523,000.

Award limitations restrict any single proposer to a maximum of 20 percent of the North Terminal Food and Beverage Program and 25 percent of the North Terminal Retail Program based on square footage, with "proposer" defined to include affiliated entities and those with substantial equity interests of 20 percent or greater. Current awards reflect distribution among multiple operators including OTG Concessions Management, LLC, Areas MCO 2 JV, LLC, SSP America MCO II, LLC, The Marshall Retail Group, LLC, NewsLink of Orlando NTC I, LLC, and VRG Orlando, LLC. Proposers must commit to a minimum gross receipts percentage of 10 percent or higher and achieve 20 percent ACDBE participation of total anticipated concession revenues. The Greater Orlando Aviation Authority reserves the right to re-evaluate the limitation policy to maintain competitive market conditions, ensure quality service delivery, attract quality proposers, and secure adequate financial returns.
