About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking competitive proposals for the North Terminal Complex (NTC) Concessions Package 10, a Food and Beverage Concession opportunity at Orlando International Airport. The procurement targets experienced, creative proposers to operate approximately 9,749 square feet of food service space in Airside 1, which includes five distinct food court concepts: chicken, ethnic cuisine, healthy food, burger restaurants, and a dedicated seating/queuing area. Proposers must provide innovative, visually appealing concession concepts that exceed traveler expectations, with a target opening date of June 2026 and a 10-year contract term. The evaluation criteria will assess multiple factors including ACDBE participation, customer service, experience, concept quality, improvements, and financial return, with financial return accounting for 25% of total scoring. Key requirements include a minimum capital investment of $500 per square foot for concessions space, a minimum annual concession fee of $1,920,000, and a requirement to offer a 20% employee discount on food and non-alcoholic beverages. The RFP was released on February 2, 2025, with a pre-proposal meeting scheduled for February 7, 2025, and proposals due by May 2, 2025.
The contract includes a significant Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 25%, which will be a key evaluation factor for potential proposers. The Aviation Authority has established restrictions on award limitations, preventing any single proposer from being awarded more than 20% of the North Terminal Food and Beverage Program based on square footage. Proposers must adhere to strict sustainability requirements, including 100% compostable serviceware, comprehensive dietary accommodations, and contactless ordering capabilities. The solicitation emphasizes preferences for local, regional, and national brands that can provide meaningful dining experiences. While specific financial details are not fully disclosed, the minimum annual concession fee of $1,920,000 and required investment of $600 per square foot for food service indicate a substantial financial commitment. The contract is part of a larger concession program that includes multiple packages across the North Terminal Complex, with previous packages already awarded to companies like OTG Concessions Management, LLC, The Marshall Retail Group, LLC, and NewsLink of Orlando NTC I, LLC.
