About this file
This document is an Award Limitation Status report from the Greater Orlando Aviation Authority (GOAA) detailing concession award restrictions for the North Terminal Complex (NTC) Concessions Program at Orlando International Airport as of February 2025. The program encompasses 201,474 square feet across 17 packages, subdivided into three phases plus future opportunities, with a total allocation of 136,387 square feet for Food & Beverage operations and 65,087 square feet for Retail. Package 10, the subject food and beverage concession opportunity, comprises 9,749 square feet of Airside 1 space designed to accommodate five distinct food court concepts including chicken, ethnic cuisine, healthy food, and burger restaurants, along with dedicated seating and queuing areas. The RFP was released February 2, 2025, with a pre-proposal meeting scheduled for February 7, 2025, and proposals due May 2, 2025, targeting a June 2026 opening with a 10-year contract term. Phase 1 awards were previously issued to multiple operators including OTG Concessions Management, LLC, Areas MCO 2 JV, LLC, SSP America MCO II, LLC, The Marshall Retail Group, LLC, NewsLink of Orlando NTC I, LLC, and VRG Orlando, LLC.
The GOAA has established award limitations restricting any single proposer to no more than 20% of the North Terminal Food & Beverage Program and 25% of the North Terminal Retail Program based on square footage, with "proposer" defined to include affiliates and entities with 20% or greater equity interest. Package 10 requires a minimum annual concession fee of $1,920,000 and minimum capital investment of $500 to $600 per square foot for concessions space. The procurement emphasizes a 25% Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal as a key evaluation factor. Financial return accounts for 25% of total scoring, with additional evaluation criteria including ACDBE participation, customer service, experience, concept quality, and improvements. Mandatory operational requirements include 100% compostable serviceware, comprehensive dietary accommodations, contactless ordering capabilities, and a 20% employee discount on food and non-alcoholic beverages. The Aviation Authority reserves the right to re-evaluate limitation policies to maintain competitive markets, ensure service quality, attract qualified proposers, and optimize financial returns.
