About this opportunity
The Oregon Department of Fish and Wildlife is soliciting quotes for North Nehalem Fish Harvester Components through an intermediate procurement under Oregon Administrative Rule 125-047-0270. This solicitation seeks to procure equipment and related components to restore an outdated fish harvester at Nehalem Fish Hatchery, which will be used for pumping, inventorying, and loading fish for liberation. The primary deliverables include a 6-inch Biostream powder-coated fish pump Model BP60G (or equivalent) powered by a 10.2 H.P. GXV390 Honda gas engine, a cart-mounted aluminum frame with dual drive pulleys and belts, a BP60-1 Aqua-Life dewatering box with rolling stand and CSW 5500 fish counter attachment, an Aqua Scan CSW 5500 counting system with necessary software licenses, and all connecting hoses in 6-inch sizes (two 20-foot and one 15-foot clear spiral hoses with cam-lock fittings, plus additional connectors and a suction tube assembly). All components must be delivered in new and good working condition to North Nehalem Fish Hatchery at 36751 Fish Hatchery Lane, Nehalem, Oregon 97131 within 90 days of contract award and no later than Wednesday, April 1, 2026. Bids must be submitted by 1:00 PM on Friday, February 6, 2026, through the OregonBuys platform or via email to ODFW.Bids@ODFW.oregon.gov. Prospective bidders may submit questions via email up to three business days prior to the bid close date. All pricing must be held firm for 30 days from bid submission, and bidders must provide proposed delivery schedules with bids, as failure to do so may result in bid rejection. Payment will be processed on a NET 45-day basis following product delivery and invoice date.
Prospective bidders must be registered in OregonBuys to be considered eligible, with free registration available through the OregonBuys website. While not a formal set-aside, Certified Oregon Firms (COBID certified) are encouraged to participate in the solicitation. The procurement is subject to comprehensive federal compliance requirements for contracts issued under federal grants, including mandatory provisions for debarment and suspension verification, Equal Employment Opportunity compliance, Clean Air Act and Federal Water Pollution Control Act adherence, and employee whistleblower protection notifications. Additionally, contractors must comply with all applicable state and federal terms and conditions that will be incorporated into the resulting Purchase Order, including workers' compensation compliance, full manufacturer warranties on new goods, hold harmless and indemnification obligations, records access for audits, and compliance with civil rights statutes and OSHA requirements. The agency will not be accepting protests related to this intermediate procurement. No specific budget range or award value is disclosed in the solicitation documents; however, final quantities and optional components may be reduced based on pricing and budgetary considerations.
