About this opportunity
The City of Philadelphia is seeking quotes on Noritsu printer supplies, paper, and ink under a micro purchase contract with quotes due July 18, 2026 and contract performance from July 1, 2026 through June 30, 2027.
The solicitation does not identify a set-aside or preference program. The LGBTQ Applicant Data Form is attached as a voluntary demographic and certification tracking mechanism to support the city's procurement diversity objectives; submission does not impose pricing requirements or set-asides. The Local Business Entity (LBE) Program does not apply to small purchases, though vendors must answer the LBE certification question to proceed with submission.
The scope encompasses Noritsu printer supplies, paper, and ink. Sellers must quote all items to be eligible for award. Award will be made as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder.
The micro purchase threshold is set at $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020. Quoted prices must remain valid for 60 days from submission. All prices must be net and exclusive of taxes, with delivery FOB Destination Point. The City reserves the right to reject any or all quotes and accept quotes from multiple sellers.
All quotes must be submitted electronically through PHLContracts with a completed Consent and Authorization Agreement by July 18, 2026. Vendors must have an executed Consent and Authorization form on file in their vendor profile prior to submission. The successful seller must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence. Payment follows delivery and City approval via electronic deposit. Sellers must register for a Philadelphia business tax identification number and comply with all applicable laws and nondiscrimination requirements.
