About this file
This document is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for small purchase opportunities with the City of Philadelphia. The document outlines a 13-step process that vendors must follow to successfully submit bids, including navigating the online platform, selecting the appropriate seller role, completing required tabs (General, Items, Questions, Terms & Conditions, Attachments, and Summary), and addressing validation requirements before submission. No specific project scope, quantities, response dates, or contract terms are detailed in this document, as it serves as a procedural guide rather than a solicitation notice.
Key procedural requirements include entering unit costs for bid items, answering all mandatory questions, accepting terms and conditions, and providing necessary attachments and certifications. Vendors must have an executed Consent & Authorization form on file in their vendor profile prior to quote submission, and the optional LGBTQ Applicant Opportunity Data Form may be attached. Notably, the document indicates that the Local Business Entity (LBE) Program does not apply to small purchases, though vendors must still answer the LBE certification question to proceed. All quotes must be submitted through the www.PHLContracts.phila.gov platform, and vendors are advised to save progress regularly and resolve any red validation warnings before final submission.
