About this opportunity
Escambia County is soliciting quotes for residential rehabilitation at 8416 James Taylor Lane in Pensacola, Florida, with quotes due July 17, 2026, at 1:00 p.m. through OpenGov, and a mandatory pre-bid walk-through on July 9, 2026, at 9:00 a.m. Only licensed, insured general contractors in good standing with the County are eligible to bid; new county contractors must submit a letter of insurability.
The scope encompasses roofing (removal and replacement of covering and decking, new architectural shingles or modified bitumen, hurricane clip installation, gutter and downspout replacement, fascia and soffit repair, tree trimming with debris removal) and mechanical systems (new matching HVAC system with condenser and handler, ductwork repair or replacement, return air grill replacement, digital thermostat installation with Manual J calculation). The project includes comprehensive interior rehabilitation: kitchen appliances (Delta faucet, GE range and cooktop, Whirlpool refrigerator, Broan hood vent); bathroom fixtures (Delta and American Standard faucets, American Standard toilet, Sterling tub surround, Broan exhaust fan); flooring (Shaw luxury vinyl plank and carpet); 50-gallon A.O. Smith water heater; specified lighting fixtures; windows; and interior finishes (braided supply lines for plumbing, drywall repair, square-edged laminate countertops with 4-inch backsplash, plywood or better cabinetry with solid hardwood fronts). All electrical appliances must be Energy Star approved with LED bulbs. Contractors may substitute like, similar, or equal-valued products when specified items are unavailable.
The project carries a 60-day completion deadline with liquidated damages of $150 per day for overruns. Projects valued at $25,000 or higher require 100% Performance and Payment Bonds prior to Notice to Proceed. Payment is lump sum upon completion for projects under $15,000; projects exceeding $15,000 are eligible for a 40% draw at 50% completion, substantial completion draw within 20 business days thereafter, and final payment upon completion and acceptance. Escambia County reserves the right to award roofing and septic/sewer line items separately for emergency services. Questions are due July 16, 2026, at 1:00 p.m. Award selection is scheduled for July 20, 2026. Contact Scott Sanchez at NED, 850-595-0827 or jssanchez@myescambia.com.
