The Bid Scope Materials List specifies equipment and fixtures including Delta and American Standard plumbing fixtures, GE and Whirlpool appliances, CertainTeed roofing, Shaw LVP and carpet flooring, and ENERGY STAR-approved electrical appliances with LED bulbs. Contractors must use like, similar, or equal-valued products to those specified.

All pricing must be submitted as firm, lump-sum unit costs for each of the five line items, including all labor, overhead, permits, insurance, and profit itemized within individual line items. Escambia County reserves the right to award line items individually for emergency items limited to roofing and septic/sewer services. The project has a 60-day completion deadline from notice to proceed, with liquidated damages of $150 per day for delays. Projects valued at $25,000 or higher require 100% Performance and Payment Bonds. Funding source is the State Housing Improvement Program (SHIP) with no federal funding. Payment upon completion for projects under $15,000; 40% draw at 50% completion and substantial completion draw for projects over $15,000.
