About this file

This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida, under the contract opportunity titled "NED Home Rehab - 703 Montclair Rd." The scope encompasses a comprehensive home renovation including kitchen appliances (Delta faucet, GE range and cooktop, GE microwave vent hood, Whirlpool refrigerator), bathroom fixtures (Delta and American Standard faucets, American Standard toilet, Sterling tub surround, Aquatic shower, Broan exhaust fan), flooring materials (Shaw LVP and carpet), HVAC systems, lighting fixtures from Hampton Bay and Commercial Electric, roofing (CertainTeed Landmark), guttering, windows, and a 50-gallon A.O. Smith water heater. The project requires adherence to specific installation standards including the use of new braided supply lines for plumbing, proper finishing for trim work (putty, caulk, and paint), drywall finishing (tape, mud, texture, and paint), square-edged laminate countertops with 4-inch backsplash, and cabinetry constructed from half-inch plywood or better with solid hardwood fronts and frames. All electrical appliances must be ENERGY STAR approved with LED bulbs, and contractors are required to protect all surfaces and property from damage during work.

Licensed and insured general contractors in good standing with Escambia County are eligible to bid, with new county contractors required to submit a letter of insurability. The county reserves the right to award line items individually for emergency services limited to roofing and septic or sewer work. All bids must be submitted through OPENGOV. Contractors must use like, similar, or equal-valued products to those specified and are responsible for moving furniture while homeowners retain responsibility for contents. For questions regarding the project, interested bidders should contact Scott Sanchez at NED, 850-595-0827 or jssanchez@myescambia.com.
