About this opportunity
Escambia County is seeking quotes for residential rehabilitation at 307 E. Garfield Drive, Pensacola, Florida under an Invitation to Quote, with quotes due July 17, 2026 at 1:00 PM and a mandatory site walk-through on July 9, 2026 at 10:00 AM. Only licensed, insured general contractors in good standing with the county are eligible; new contractors must submit a letter of insurability. All bids must be submitted through the OpenGov procurement portal.
The scope spans six line items: fascia and soffit replacement with wood and vented vinyl materials; hurricane-rated metal clad insulated entry doors with new deadbolts and lock sets; single-hung and slider vinyl impact windows and patio doors; 6-inch seamless gutters with 4-inch downspouts; plumbing upgrades including shower conversion, new fixture installation, grab bars, kitchen sink with garbage disposal, and updated shutoff valves and supply lines; and exterior porch post repair. The bid scope materials list specifies branded fixtures and appliances including GE range, Delta faucets, Whirlpool refrigerator, American Standard toilet, and Broan ventilation units, with Energy Star approval and LED bulbs required. Contractors may use products like, similar, or equal in value to those specified. Work must be completed within 60 days from notice to proceed, with liquidated damages of $150 per day for delays beyond that term.
Escambia County reserves the right to award line items individually for emergency roofing and septic/sewer services. Payment is structured as lump sum upon completion for bids under $15,000, or draw-based (40% at 50% work completion, substantial completion draw, final upon inspection and homeowner acceptance) for bids exceeding $15,000. Projects valued at $25,000 or higher require 100% Performance and Payment Bonds. Contractors must maintain current state licensure, county competency and business licenses, Worker's Compensation insurance or exemption, and Commercial General Liability insurance with $1 million coverage naming Escambia County as additional insured. EPA RRP certification is required. The project is funded through the State Housing Initiatives Partnership program with no federal funding. Questions are due July 16, 2026. Award determination is scheduled for July 20, 2026.
