About this file
This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida, in collaboration with the Northeast Florida Economic Development (NED) organization. The scope encompasses comprehensive kitchen and bathroom renovations at 307 E. Garfield Drive, including specific branded fixtures and appliances such as a GE range, Delta faucets, Whirlpool refrigerator, American Standard toilet, and Broan ventilation units, along with flooring materials, roofing, guttering, windows, and HVAC systems. The project requires contractors to adhere to detailed specifications regarding material quality, installation standards, and energy efficiency, including the use of new braided supply lines for plumbing, proper drywall finishing techniques, square-edged laminate countertops with backsplash, and plywood cabinetry with solid hardwood fronts. No specific quantities, response dates, due dates, site visits, or bidder meetings are detailed in the materials list document itself.
Escambia County limits eligible bidders to licensed, general contractors in good standing with the county, with new contractors required to submit a letter of insurability. The county reserves the right to award line items individually for emergency repairs limited to roofing and septic/sewer services. All bids must be submitted through the OPENGOV platform. The project emphasizes contractor responsibility for protecting all homeowner property and furnishings from damage and requires the use of Energy Star-approved appliances with LED bulbs. Contractors are permitted to use products that are like, similar, or equal in value to those specified. Contact for questions regarding the opportunity is Scott Sanchez at NED, reachable at 850-595-0827 or jssanchez@myescambia.com.
