Only licensed, insured general contractors in good standing with the County are eligible; new county contractors must submit a letter of insurability.
The scope centers on HVAC system replacement and ductwork repair. Work includes installation of a new matching HVAC system with condenser and handler meeting Escambia County Building Code and state energy efficiency rating guidelines, repair or replacement of existing ductwork, replacement of return air grills and registers with removable filters, installation of a new digital thermostat control, and correction of any HVAC closet issues. The mechanical contractor must provide a Manual J calculation to support unit sizing. The broader residential rehabilitation scope encompasses kitchen appliances (Delta faucet, GE range/cooktop/microwave, Broan hood vent, Whirlpool refrigerator), bathroom fixtures (Delta faucets, American Standard toilet and tub, Sterling tub surround, Aquatic shower), flooring (Shaw LVP and carpet), roofing (CertainTeed Landmark), plumbing and electrical components, and lighting fixtures. All electrical appliances must be ENERGY STAR approved with LED bulbs. Contractors may substitute like, similar, or equal valued products where direct substitutions are necessary.
The project must be completed within 60 days from the start date. Payment is structured as lump sum for projects under $15,000 or 40 percent initial draw upon 50 percent completion for projects exceeding $15,000, with final payment contingent on inspection, homeowner acceptance, and required documentation. Liquidated damages of $150 per day apply for work extending beyond 60 days. Projects valued at $25,000 or higher require 100 percent performance and payment bonds. Escambia County reserves the right to award line items individually for emergency roofing and septic/sewer services.
