About this file

This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida, involving the property at 2985 Highway 95A N. The scope encompasses comprehensive home improvements including kitchen appliances (Delta faucet, GE range/cooktop/microwave, Broan hood vent, Whirlpool refrigerator), bathroom fixtures (Delta faucets, American Standard toilet and tub, Sterling tub surround, Aquatic shower), flooring (Shaw LVP and carpet), HVAC systems, plumbing and electrical components, roofing materials (CertainTeed Landmark), and lighting fixtures. The materials list specifies exact brand names and model numbers for each item, indicating a prescriptive procurement approach. Licensed and insured general contractors in good standing with Escambia County are eligible to bid, with new county contractors required to submit letters of insurability. The project allows for line-item awards limited to emergency roofing and septic/sewer services, and all bids must be submitted through OPENGOV.

The scope document establishes specific construction standards requiring new braided supply lines for plumbing fixtures, proper finishing techniques for trim and drywall work, square-edged laminate countertops with four-inch backsplashes, and cabinetry constructed from plywood or better with solid hardwood fronts and frames. All electrical appliances must be ENERGY STAR approved with LED bulbs, and contractors are obligated to use like, similar, or equal valued products where direct substitutions are necessary. The contractor bears responsibility for protecting all surfaces and property from damage and for moving furniture, with homeowners responsible for their contents. Contact for questions is Scott Sanchez at Escambia County New Endeavor Development (NED), telephone 850-595-0827 or jssanchez@myescambia.com. No specific pricing terms, funding amounts, or award dates are provided in this materials specification document.
