About this opportunity

Escambia County is requesting quotes for residential rehabilitation at 1117 Colbet Avenue, Pensacola, Florida, with quotes due October 29, 2026 at 1:00 p.m. and a mandatory pre-bid meeting on October 21, 2026 at 9:00 a.m. General Contractors must be licensed and insured, in good standing with the County; new contractors must submit a letter of insurability. All bids must be submitted through the OpenGov portal.

The scope encompasses sewer tie-in with septic system decommissioning and county line connection, electrical rewiring with panel upgrades and hardwired smoke detectors, mechanical HVAC system installation with ductwork repair, plumbing work including new kitchen and vanity fixtures with supply line replacement, and an optional fifth item covering exterior repairs (fascia, soffit, wood ceiling repairs, exterior painting, and data cable reattachment). Pricing must be submitted on a lump-sum basis for each line item. Escambia County reserves the right to award line-by-line for emergency items limited to roofing and septic/sewer services.

Contractors must hold current Florida contractor licensure, Escambia County Competency Board license, Escambia County Business/Occupational License, and EPA RRP Renovator and Firm certifications. Required documentation includes proof of licensure, Certificate of Insurance or Letter of Insurability, Sunbiz registration, and W-9. Commercial general liability, automobile, and pollution liability insurance must carry $1,000,000 coverage naming Escambia County as certificate holder and additional insured. Projects valued at $25,000 or higher require 100 percent performance and payment bonds.

The contract term is 60 days from execution, with liquidated damages of $150 per day for delays. Payment is structured as lump sum for projects under $15,000 or through a draw schedule for larger amounts (40 percent at 50 percent completion, thereafter substantial completion draws). The project is subject to Florida's Local Government Prompt Payment Act and E-Verify requirements for all employees and subcontractors. No federal funding is allocated. Questions are due October 28, 2026 at 1:00 p.m. Contractor selection is anticipated for October 30, 2026.
