About this opportunity

The Northampton County Housing Authority is requesting proposals for on-call lead evaluation, risk assessment, design, independent clearance, hazard control, abatement, and related repairs services in Housing Choice Voucher and NCHA-owned or managed properties throughout Northampton County, Pennsylvania, with proposals due September 23, 2026 (extended via Addendum 1 from September 22). HUD funding is anticipated; experience with HUD-funded work in occupied housing is preferred.

The scope is divided into two categories: Category A encompasses lead inspections, risk assessments, project design, sampling, laboratory analysis, construction observation, and independent clearance examinations; Category B covers lead hazard control, interim controls, abatement, component removal and replacement, soil remediation, cleaning, and closeout work. Firms may propose for one or both categories, provided that the entity performing abatement on a specific assignment cannot perform the final clearance for that assignment. Minimum qualifications include current Pennsylvania lead certifications, EPA RRP credentials where required, appropriate insurance (including $1,000,000 commercial general liability, pollution liability, and professional liability for Category A firms), and demonstrated capacity to work safely in occupied housing. Category B firms must hold current Pennsylvania Lead Contractor certification and employ certified supervisors and workers.

The master agreement has an anticipated 12-month term with six-month option periods, subject to available funding. The contract is nonexclusive and on-call; no minimum work is guaranteed. Pricing must remain firm for at least the first 12 months; thereafter, escalations require written requests with supporting evidence and NCHA approval. Category B assignments will be subject to competitive bidding, bonding, prevailing wage, and other procurement requirements based on scope, value, and funding source for each task order.

Contractors must comply with 24 CFR Part 35, HUD Lead Guidelines, OSHA lead standards, Pennsylvania Act 44, 2 CFR Part 200, and Section 3 requirements where applicable. Questions are due September 15, 2026. NCHA anticipates notice of intent to award by October 6, 2026, with a contract start date of October 14, 2026. NCHA encourages participation from small, minority-owned, women-owned, veteran-owned, disadvantaged, and Section 3 firms.
