About this file

This file is an appendix to the Northampton County Housing Authority's Lead Remediation Services Request for Proposals and serves as a compliance matrix for federal, state, and local contracting requirements. The appendix outlines the documentation and forms that NCHA must attach to the solicitation, organized by whether the work falls under Category A (Non-Construction) or Category B (Construction). The matrix identifies applicable HUD forms, certifications, general conditions, wage determinations, Section 3 requirements, federal compliance clauses, Pennsylvania state requirements, NCHA contract forms, insurance endorsements, and property-related attachments. The document specifies pre-posting completion items that NCHA must address before publishing the RFP, including confirming dates, RFP number, contract term, escalation provisions, protest procedures, Pennsylvania bidding and prevailing wage requirements, HUD funding program details, and PennBid platform settings. The file also includes an internal approval routing section requiring sign-offs from procurement, Housing Choice Voucher program staff, finance and grant compliance personnel, risk management and insurance representatives, the Authority's solicitor, and the Executive Director or designee.

The matrix serves as a drafting aid to ensure NCHA compliance with HUD regulations, 2 CFR Part 200, Pennsylvania state law, and NCHA policies when structuring the lead remediation solicitation. It addresses funding sources through HUD grants and specifies that HUD-funded work in occupied housing is preferred. The document establishes that applicable federal wage decisions and labor standards must be attached when professional field work is covered, and Pennsylvania-specific bid, bond, prevailing wage, and certified payroll documents must be included based on scope and value. The matrix confirms that Section 3 requirements apply if the work is covered under 24 CFR Part 75 and requires inclusion of property lists, owner and access agreements, resident notice protocols, and data security requirements as task-order or program attachments. Build America, Buy America provisions and domestic preference documentation must be incorporated if applicable to the funding and products involved.
