About this file

This document is an appendix to a Request for Proposals issued by the Northampton County Housing Authority (NCHA) in Pennsylvania for lead remediation services. The RFP seeks qualified, certified firms to provide on-call lead evaluation, risk assessment, design, independent clearance, hazard control, abatement, and related repairs in Housing Choice Voucher (HCV) and NCHA-owned or managed properties throughout Northampton County. HUD funding is anticipated for this work, with preference given to firms experienced with HUD-funded projects in occupied housing.

Appendix C requires proposers to submit at least three comparable projects demonstrating relevant experience, with prioritization given to recent HUD-funded work in occupied housing, public housing, HCV, or multifamily lead remediation. Each project submission must include client information and contact details, project location, completion date, contract value, funding source and HUD program type, service category and scope, number of units or buildings, occupancy status, results and clearance performance, and key personnel assigned. Additionally, proposers and material subcontractors must disclose any matters from the preceding five years including contract terminations for cause, lead or OSHA citations, litigation or claims exceeding $25,000 related to similar work, loss or suspension of required licenses or certifications, patterns of failed clearance or resident complaints, and any federal, state, or local debarment or suspension determinations. Failure to disclose such information may result in disqualification.
