About this file
This is a Request for Proposals (RFP) Public Notice issued by the Northampton County Housing Authority (NCHA) for on-call lead-based paint evaluation, clearance, and abatement services. The solicitation invites qualified, certified firms to provide lead evaluation, risk assessment, design, independent clearance, hazard control, abatement, and related repairs in Housing Choice Voucher (HCV) and NCHA-owned or managed properties throughout Northampton County, Pennsylvania. The RFP is divided into two categories: Category A covers professional evaluation, design, sampling, and independent clearance services, while Category B covers lead hazard control and abatement construction. Firms may propose for either or both categories, provided that the entity performing abatement cannot perform or control final clearance for the same assignment. RFP documents became available through PennBid on August 18, 2026, with proposals due electronically no later than September 22, 2026, at 3:00 P.M. Eastern Time. Questions must be submitted by September 15, 2026, at 3:00 P.M. Eastern Time, with responses and addenda issued through PennBid. Late submissions will not be accepted.
Qualified applicants must hold applicable Pennsylvania lead certifications, EPA RRP credentials where required, qualified personnel, adequate insurance, and demonstrated capacity to work safely in occupied housing. Category B firms must maintain current Pennsylvania Lead Contractor certification and employ certified supervisors and workers. HUD funding is anticipated for the work, and experience with HUD-funded projects in occupied housing is preferred. NCHA may make multiple awards or establish qualified pools for this on-call arrangement, with no minimum work guaranteed. Category B assignments will follow procurement methods required by scope, value, funding, and applicable law. NCHA reserves the right to reject proposals, waive minor informalities, request clarifications, negotiate where permitted, or cancel and reissue the solicitation. Small, minority-owned, women-owned, veteran-owned, disadvantaged, Section 3, and other historically underutilized businesses are encouraged to participate, with Section 3 requirements applying only when NCHA identifies a covered contract or Task Order.
