About this opportunity

The Rhode Island Department of Education (RIDE) issued an Open Enrollment Master Price Agreement (MPA 636) solicitation on May 18, 2026, seeking qualified vendors to provide K-12 core and/or supplemental curriculum materials in Social Studies and/or Social Studies professional learning services for kindergarten through grade 12. Proposals are due by December 29, 2028, at 3:00 PM EST, with the initial contract period beginning approximately Summer 2026 for three years, plus an option for up to one additional 12-month renewal period based on vendor performance and fund availability. Vendors must submit detailed responses including a Curriculum Fact Sheet identifying curriculum title, grade span, instructional vision, pedagogical approach, alignment with Rhode Island Social Studies Standards, embedded supports for diverse learners, and technology requirements; a Professional Learning Fact Sheet addressing professional learning structures, delivery methods, instructional supports, and alignment with RIDE's high-quality professional learning characteristics; and tiered pricing across four service categories: core curriculum materials, supplemental curriculum materials, professional development for teachers, and professional development for administrators. Pricing must be structured according to multiple tier levels based on classroom count, student enrollment, or educator participation numbers, with vendors providing total costs for each applicable tier and clearly identifying which components are included in their cost structure. All proposals must be submitted electronically through Ocean State Procures, and the State will assess a 0.33% contract administrative fee on total annual spend against awarded contracts. Vendors must carry liability insurance with a combined single limit of $1,000,000 per occurrence, workers' compensation insurance of $100,000 each accident, and automobile liability of $1,000,000 each occurrence.

Minority Business Enterprise (MBE) participation is required as part of this solicitation, and vendors must submit an MBE Participation Acknowledgment Form at proposal submission and an MBE Utilization Plan each time an award is issued from this agreement. All MBE and Women Business Enterprise (WBE) subcontractors and suppliers must be certified by the Division of Equity, Diversity & Inclusion MBE Compliance Office, while Disability Business Enterprises must be certified by the Governor's Commission on Disabilities at the time of bid; subcontractors must self-perform 100 percent of their work or subcontract to another Rhode Island-certified MBE to receive participation credit. Vendors must also complete a Supplemental Bidder Attestation certifying the absence of conflicts of interest with state officials or agencies and confirming non-participation in RFP development. This solicitation is a statewide Master Price Agreement with applicability to political subdivisions, municipalities, and institutions of higher education, and the State reserves the right to make one or multiple awards, reject any or all bids, or cancel the solicitation entirely at its sole discretion. No specific budget allocation or award value is disclosed in the available solicitation documents; pricing will be established through firm and fixed quotes submitted when state agencies issue specific scopes of work to qualified vendors on the awarded vendor list.
