About this opportunity

The State of Rhode Island Division of Purchases is conducting open enrollment to establish MPA 620, a master price agreement for marine craft service, repair, and maintenance across the state's diverse fleet from multiple manufacturers, with enrollment open through September 30, 2027 and the resulting contract extending through March 31, 2028.

MBE (Minority Business Enterprise) participation requirements apply; vendors must complete and submit an MBE Participation Acknowledgment Form as a condition of eligibility. The State has statewide applicability, with access available to state agencies, quasi-governmental organizations, Rhode Island municipalities, and the Legislative and Judicial branches. No guaranteed purchasing volumes are specified; vendor selection for specific projects remains at the sole discretion of user agencies based on price, expertise, and availability.

Vendors must demonstrate technical qualifications including relevant manufacturer certifications (Mercury Certification and Caterpillar Diesel Certification with potential proof required upon award), proper licensing, and capability to service marine equipment across multiple brands. The assessment form requires submission of a company resume detailing business model, locations, years of operation, staff qualifications, and work capabilities; a minimum of three client references with service history; identification of logistics capabilities including owned equipment for emergency services, hauling, re-launching, and repair operations with defined service area radius; and a detailed discount structure applicable to manufacturers' parts and materials price lists.

Pricing is determined through individual quotes submitted by qualified vendors when agencies issue specific scopes of work; all pricing must be firm and fixed unless otherwise indicated. The State withholds a contract administrative fee of 0.33 percent of annual spending from invoice payments, effective January 1, 2026.

Vendors must carry general liability insurance of $1,000,000 per occurrence, workers' compensation coverage, and automobile liability of $1,000,000. All proposals must be submitted electronically through Ocean State Procures; vendors must be registered in that system prior to submission.
