About this opportunity
The State of Rhode Island Division of Purchases is soliciting qualified vendors to provide vaccine administration services through the Rhode Island Health Benefits Exchange (HealthSourceRI) under Master Price Agreement (MPA) 613. This open enrollment procurement invites vendors to respond to any one or combination of four components: Component A (Fixed Sites/Mass Vaccination) requiring 500 administrations per week for four weeks; Component B (Pop-Up Clinics at various locations) requiring 10 clinics per week for four weeks; Component C (Long Term Care Facility Clinics) requiring 10 clinics per week for four weeks; and Component D (Homebound Vaccinations) requiring 50 vaccinations per week for four weeks. The solicitation period runs from March 11, 2026, at 11:00 AM EDT through June 2, 2026, at 1:00 PM EDT, with the initial contract period beginning approximately June 30, 2026, for one year and the underlying MPA extending through June 30, 2027. Proposals will be evaluated on a Pass/Fail basis regarding vendor qualifications, with pricing subsequently determined through individual scope of work quotes issued by user agencies to vendors on the approved qualified list. Vendors must submit proposals electronically through Ocean State Procures and must comply with all State General Conditions of Purchase, including carrying required liability insurance ($1,000,000 per occurrence), workers' compensation ($100,000), and automobile liability ($1,000,000).
The State will impose a contract administrative fee of 0.33 percent of total annual spend on eligible contracts, deducted at invoice payment. Vendors must comply with Minority Business Enterprise (MBE) participation requirements and submit a completed MBE Participation Acknowledgment Form; user agencies are required to obtain minimum pricing from minority-owned, women-owned, or veteran-owned certified business enterprises when available. No incumbent vendors or current contractors are identified in this solicitation. There is no guarantee of purchasing activity, and inclusion on the qualified vendor list does not constitute an award or commitment of business. The solicitation document does not specify award values or budget ranges; instead, pricing will be determined through individual quotes issued by user agencies based on their specific scope of work requirements. All submissions must be made electronically; late proposals, including those mailed, faxed, or emailed after the deadline, will not be accepted.
