About this opportunity
The State of Rhode Island is seeking proposals for MPA 527 Training Services, an Open Enrollment Master Price Agreement targeting training providers capable of developing and delivering web-based (e-learning) and classroom (face-to-face) training workshops for state employees. The procurement aims to support workforce skill development and knowledge enhancement in an adult learning environment. Qualified vendors must submit electronic proposals through Ocean State Procures by December 30, 2025, at 2:00 PM EST, with a Q&A period running from December 1 to December 12, 2025. Vendors must complete a Vendor Certification Questionnaire, Vendor Qualifications Assessment, and MBE Participation Acknowledgment Form. The initial contract period will commence around February 2026 for three years, with potential renewal for two additional 12-month periods contingent on vendor performance and fund availability. Proposals will be evaluated based on the ability to provide comprehensive training services across various learning modalities, with the state reserving the right to award contracts to one or multiple vendors.
The solicitation encourages participation from minority-owned, women-owned, and veteran-owned businesses, with a requirement that at least one of three quotes for specific projects must come from MBE/WBE/VBE certified vendors when available. The contract allows participation from political subdivisions, municipalities, institutions of higher education, and quasi-governmental organizations. Vendors must maintain specific insurance coverage, including $1,000,000 in general liability, $100,000 in workers' compensation, and $1,000,000 in automobile liability. A 1% contract administrative fee will be withheld from invoices, with quarterly self-reporting requirements. Vendors will be contacted to provide price quotes for specific projects, which will be evaluated by requesting agencies. While no specific contract value is disclosed, the procurement is designed to create a flexible, comprehensive training services pool that can be accessed by various state and local entities. The state provides no guarantee of purchasing volume, making this an opportunity for training providers to establish a potential long-term partnership with Rhode Island government agencies.
