OEV26006424 Initial Opening Report Summary
This Initial Opening Report documents the first deadline results for an Open Enrollment solicitation issued by the State of Rhode Island Division of Purchases for vaccine administration services through the Rhode Island Health Benefits Exchange (HealthSourceRI) under Master Price Agreement (MPA) 613. The solicitation invites vendors to respond to one or more of four service components: Component A (Fixed Sites/Mass Vaccination) requiring 500 administrations per week for four weeks; Component B (Pop-Up Clinics at various locations) requiring 10 clinics per week for four weeks; Component C (Long Term Care Facility Clinics) requiring 10 clinics per week for four weeks; and Component D (Homebound Vaccinations) requiring 50 vaccinations per week for four weeks. The initial submission deadline was March 13, 2026, at 3:52 PM EDT, with the overall solicitation period extending from March 11, 2026, through June 2, 2026, at 1:00 PM EDT. The initial contract period begins approximately June 30, 2026, for one year, with the underlying MPA extending through June 30, 2027. As of the initial deadline, one vendor, Asthenis, LLC, submitted a proposal.
Evaluation of all proposals submitted through the initial and extended deadlines will occur on a Pass/Fail basis regarding vendor qualifications, with pricing subsequently determined through individual scope of work quotes issued by user agencies to vendors on the approved qualified list. Vendors must comply with State General Conditions of Purchase requirements, including carrying liability insurance of $1,000,000 per occurrence, workers' compensation insurance of $100,000, and automobile liability insurance of $1,000,000. The State will impose a contract administrative fee of 0.33 percent of total annual spend on eligible contracts, deducted at invoice payment. Vendors must comply with Minority Business Enterprise (MBE) participation requirements and submit a completed MBE Participation Acknowledgment Form. No incumbent vendors or current contractors are identified in this solicitation, and there is no guarantee of purchasing activity; inclusion on the qualified vendor list does not constitute an award or commitment of business.
