About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors for MPA 118 Open Enrollment, a Master Price Agreement for immediate response and cleanup services for hazardous waste, petroleum products, asbestos, radiological materials, and biological/medical waste emergencies, with initial responses due November 18, 2026 at 12:00 p.m., and subsequent responses reviewed quarterly until December 31, 2028.
This is a rolling open-enrollment solicitation establishing a qualified vendor list from which state agencies will request price quotes on an as-needed basis. If MBE/WBE/VBE certified vendors are on the qualified list, a minimum of one of three quotes must be from a certified vendor when agencies conduct mini-bid competitions for specific projects.
Vendors may bid on the entire scope or select individual response categories: Hazardous Material/Waste Response, Oil Response, Asbestos Response, Radiological Response, and Biological and Medical Waste Response. Successful bidders must maintain 24-hour telephone communications, deploy a qualified technical representative to sites within one hour of notification, and commence cleanup operations within two to three hours. Technical proposals are limited to six pages and must address staff qualifications, capability and capacity, work plans, and storage approach. Storage facilities must be located within Rhode Island or within 100 miles of the state's borders (petroleum materials within 100 miles; hazardous wastes within 50 miles). Technical proposals must achieve a minimum score of 70 out of 100 points across four evaluation criteria: Staff Qualifications (25 points), Capability, Capacity, and Vendor Qualifications (30 points), Work Plan (25 points), and Storage Approach (20 points).
Vendors must submit unit prices for treatment and disposal across 54 line items covering recovered oils, contaminated soils, solvents, acids, wastewater, PCBs, asbestos, pesticides, radioactive materials, medical materials, pharmaceuticals, AFFF foam with PFAS, lithium-ion batteries, vape products, and laboratory chemical packs. Pricing is specified per 55-gallon drum or bulk quantities (gallon, pound, ton, cubic foot) depending on material type.
Required licenses and permits include Hazardous Waste Transporter Permits, Medical Waste Transporter Numbers where applicable, and compliance with OSHA 29 CFR Parts 1910 and 1926. Required insurance includes general liability ($1 million per occurrence), workers compensation ($100,000 each accident), automobile liability ($1 million per occurrence), and environmental/pollution liability ($1 million per occurrence, $2 million aggregate). The State withholds 0.33% contract administrative fee from invoices. Invoices must be submitted within 60 calendar days of service completion through the State On-Scene Coordinator. There is no guarantee of purchasing activity or commitment of business.
