About this opportunity
The Orange County Transportation Authority is requesting proposals for consulting services to develop the Move OC Active Transportation Plan under RFP 250113, with proposals due February 4, 2026 at 2:00 p.m. and a pre-proposal conference scheduled for January 14, 2026 at 10:00 a.m. (in-person in Orange, California, or via teleconference). No set-aside or preference program applies.
The consultant will develop a comprehensive three-year active transportation strategy encompassing project management, multi-phase public and stakeholder engagement across four geographic subregions, vision/goals/objectives/metrics development with baseline data collection, infrastructure and policy analysis and recommendations, and final reporting. Deliverables include meeting documentation, public engagement plans, survey instruments and analyses, institutional presentations, existing-conditions reports, recommendation memos, and draft and final plan documents in PDF and Word formats, with multilingual collateral materials in Spanish and Vietnamese. Work is subject to quarterly invoicing and reporting to Caltrans. The project duration is up to 30 months. The consultant must ensure recommendations are grounded in baseline data and aligned with the established vision/goals/objectives/metrics framework; consultant personnel cannot authorize governmental actions or commitments on behalf of OCTA.
The total contract value is $1 million for the three-year term, structured as firm-fixed-price with monthly invoicing based on work completion. The contract is funded through SCAG Sustainable Communities Grant and Caltrans Sustainable Transportation Planning Grant dollars. No prevailing wage requirements, liquidated damages provisions, or DBE goals apply. The consultant must maintain commercial general liability insurance ($1 million per occurrence, $2 million aggregate), automobile liability ($1 million combined single limit), workers' compensation, and employers' liability ($1 million per accident) with OCTA named as additional insured.
Evaluation criteria are: Qualifications of the Firm (20 points), Staffing and Project Organization (25 points), Work Plan (30 points), and Cost and Price (25 points). The evaluation committee includes three internal OCTA staff and two external evaluators from SCAG and Caltrans. Proposals must not exceed 50 pages (excluding appendices), typed in 12-point font, double-spaced on 8.5" × 11" paper. Offerors must disclose subcontractors, provide three client references, submit resumes for key personnel, and complete campaign contribution disclosures and litigation statements. Interviews are scheduled for February 26, 2026. Written questions are due January 16, 2026 at 2:00 p.m.
