About this file

This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) in California for the Move OC Active Transportation Plan project. The form certifies that the attached scope of work and specifications were independently prepared to invite fair competition and do not contain brand name references, unreasonable restrictions, or provisions favoring any specific vendor or product. The project represents a three-year consulting engagement with a total budget of $1,000,000. The form was signed by both the Project Manager and Department Manager on November 6, 2025, with requisition number R000553.

The verification form establishes compliance with federal and state procurement standards by confirming that the scope of work meets the Authority's requirements and provides clear, concise specifications identifying all characteristics and specific tasks for the services to be procured. The document references FTA Circular 4220.1F guidelines and requires that if any brand name specifications are included, they must be accompanied by clear explanations that such specifications are not restrictive and that alternative "or equal" products meeting the salient characteristics are acceptable. The form mandates that consultants preparing the scope of work are prohibited from bidding on the resulting contract to ensure procurement integrity and competitive fairness.

FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
