About this file
This is a Procurement Plan memorandum from the Orange County Transportation Authority (OCTA) dated December 8, 2025, for Request for Proposal (RFP) 250113 titled "Move OC Active Transportation Plan." The procurement seeks qualified consultants to develop a comprehensive regional active transportation plan over a three-year contract term. The project requires firms to demonstrate expertise in regional active transportation planning, coordination, analysis, and community engagement. OCTA has established an evaluation team comprising five members: four internal evaluators (Allison Imler, Kevin Khouri, Peter Sotherland, and Rhea Aninzo) and two external evaluators from the Southern California Association of Governments (SCAG) and California Department of Transportation (Caltrans).
The contract is structured as a firm-fixed price agreement with a total budget of $1,000,000 for the initial three-year term and no option term. Evaluation criteria are weighted as follows: Qualifications of the Firm (20%), Staffing/Project Organization (25%), Work Plan (30%), and Cost (25%). Funding sources include the SCAG Sustainable Communities Grant and the Caltrans Sustainable Transportation Planning Grant. The procurement includes no prevailing wage requirements, no liquidated damages provisions, and no Disadvantaged Business Enterprise (DBE) goals. Requisition R000553 has been received, and an independent cost estimate has been completed. Project manager concurrence and CAMM Section/Department Manager concurrence are required for approval.
