About this file

This is a Procurement Plan for RFP 250113 issued by the Orange County Transportation Authority (OCTA) in California for the development of the Move OC Active Transportation Plan. The procurement seeks a qualified consultant to develop a comprehensive regional active transportation plan over a three-year contract term. The RFP will be evaluated using a weighted criteria system prioritizing work plan quality (30%), staffing and project organization (25%), cost (25%), and firm qualifications (20%). The evaluation will be conducted by five team members, including three internal OCTA staff (Allison Imler, Kevin Khouri, and Peter Sotherland) and two external evaluators from regional agencies (Rachel Om of SCAG and Oliver Luu of Caltrans). The procurement is structured as a firm-fixed price contract with a specific scope of work detailing individual deliverables.

The total contract value is $1,000,000 for the three-year initial term with no renewal options indicated. Funding for this effort comes from two sources: a SCAG Sustainable Communities Grant and a Caltrans Sustainable Transportation Planning Grant. The contract does not include prevailing wage requirements, liquidated damages clauses, or Disadvantaged Business Enterprise (DBE) goals. A requisition (R000553) has been received, and an independent cost estimate has been completed. No retention percentage is specified, and the contract does not include time and expense or cost-to-order based compensation structures.

Procurement Type: |X| RFP |_| IFB

Justification (explain the rationale for using the particular procurement type):

An RFP is applicable as the procurement requires evaluation criteria, in addition to price, be used to select a firm to help develop the Move OC Active Transportation Plan.

Evaluation Criteria:

Qualifications of the Firm
20%
Staffing/Project Organization

Justification:

The standard 25 percent for each criterion was not used in this procurement. Several factors were considered in developing weights. Qualifications of the firm is weighted at 20 percent to ensure firms have experience with regional active transportation planning. Staffing/project organization is weighted at 25 percent to ensure the proposed staff have the expertise and capacity to deliver the project’s coordination, analysis, and engagement requirements. Work plan is weighted the highest as the firm must demonstrate a robust technical and outreach approach for developing the Plan. Cost is weighted at 25 percent to ensure OCTA receives the best value for the service provided.
