About this file

This is a Procurement Plan interoffice memo dated December 8, 2025, from the Orange County Transportation Authority (OCTA) to the Section Manager II of Planning & Analysis regarding RFP 250113 for the development of the Move OC Active Transportation Plan. The procurement seeks a qualified consulting firm to develop a comprehensive regional active transportation plan through an RFP procurement method rather than an IFB, as evaluation criteria beyond price are required for contractor selection. The contract term is three years, with a total budget of $1,000,000 funded through a combination of SCAG Sustainable Communities Grant, Caltrans Sustainable Transportation Planning Grant, and Measure M Federal dollars. The RFP includes a specific Scope of Work with defined tasks and deliverables that will be detailed in the solicitation documents.

The contract will be awarded as a firm-fixed-price agreement with retention and liquidated damages provisions. Evaluation will be conducted by a five-member team consisting of three internal OCTA evaluators—Allison Imler (Community Relations Specialist), Kevin Khouri (Transportation Analyst), and Peter Sotherland (Section Manager II)—and two external evaluators from SCAG and Caltrans. The evaluation criteria weights are: Qualifications of the Firm (20 percent), Staffing/Project Organization (25 percent), Work Plan (30 percent), and Cost (25 percent), with the Work Plan receiving the highest weight to ensure firms demonstrate robust technical and outreach approaches. An independent cost estimate has been received, and the procurement includes a DBE goal requirement. The plan received departmental concurrence on December 30, 2025.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 20% Staffing/Project Organization 25% Work Plan 30% Cost 25% Justification:

The standard 25 percent for each criterion was not used in this procurement.

Several factors were considered in developing weights. Qualifications of the firm is weighted at 20 percent to ensure firms have experience with regional active transportation planning. Staffing/project organization is weighted at 25 percent to ensure the proposed staff have the expertise and capacity to deliver the project’s coordination, analysis, and engagement requirements.

Work plan is weighted the highest as the firm must demonstrate a robust technical and outreach approach for developing the Plan. Cost is weighted at 25 percent to ensure OCTA receives the best value for the service provided.
