About this opportunity
The Michigan Department of Transportation is requesting proposals for winter maintenance truck buildup components under RFP 260000002057, with proposals due June 25, 2026. The contract is a multi-year agreement effective December 1, 2026 through November 30, 2031, with options for two additional one-year renewals at the State's discretion. This is an optional-use vehicle available to other states, governmental subdivisions, and MiDEAL members (local units of government, school districts, universities, community colleges, and nonprofit hospitals).
The scope encompasses a comprehensive range of winter maintenance equipment: fuel tanks and hydraulic reservoirs, front plow jacks, automatic electric tarp assemblies, pre-wet systems, hydraulic systems with variable-volume piston pumps and modular valve bodies, ground speed-oriented salt distribution spreader control systems with joystick controls and LCD displays, and multiple configurations of dump and spreader bodies (11-foot and 14-foot single and dual auger variants, stainless steel dump bodies, and hopper box material spreaders), along with wing plows, scrapers, and hydraulic hook lift assemblies. Specifications mandate Type 201 stainless steel construction, continuous welding throughout structural components, and closed-loop proportional hydraulic controls with ground speed sensing and data logging for fleet management. The contractor must deliver units within 120 calendar days of order receipt to Fleet Operations Garage in Lansing, Michigan, Monday through Friday, 7:30 a.m. to 2:30 p.m., and provide one-year warranties including parts and labor, two sets of operating and maintenance manuals, and a dedicated Contractor Program Manager available within one business day of inquiry.
If subcontractors perform more than 20 percent of deliverables, at least 20 percent of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises. The contractor must maintain Commercial General Liability Insurance with minimum $1 million per occurrence and $2 million aggregate, Automobile Liability Insurance with $1 million per accident, and Workers Compensation Insurance; the State is named as additional insured on a primary, non-contributory basis. Pricing must remain firm for 365 days and is subject to a 1 percent administrative fee on all State payments. The State reserves the right to terminate the contract for cause or convenience without penalty.
