About this opportunity
Broward County is soliciting an open-end contract for a Manatee Awareness Radio Campaign, with responses due August 10, 2026 through the BPRO electronic system. This solicitation is reserved for Broward County Small Business Enterprise (SBE) firms, though both SBEs and non-SBEs may respond; award shall be made to the lowest responsive and responsible SBE bid, or if no SBE responds, to a County Business Enterprise (CBE), and if neither SBE nor CBE responds, to a noncertified vendor. SBE and CBE vendors must self-perform at least 85 percent of services or subcontract to other certified SBE or CBE firms, with liquidated damages of 50 percent of the shortfall amount capped at 10 percent of total contract value for noncompliance.
The scope requires vendors to create, edit, and produce 15- or 30-second radio messages focused on manatee awareness, the I Spy a Manatee app, and safe boating practices in Broward County waterways. The vendor must air a minimum of 1,500 radio messages across 11 specified stations plus additional TBD stations in English, Spanish, and Creole from December 16 through March 13. Messaging must allocate ads by seasonal percentages (Early Season 20%, Peak Season 60%, End of Season 20%) with at least 75% being 30 seconds. The finalized broadcast schedule is due four weeks after award; a campaign summary with listener estimates and statistics is due 60 days after the last message airs. The vendor bears all labor, materials, transportation, and studio coordination costs with no authorized increases. Monthly invoices must detail service periods and station breakdowns; final payment is held until County approval of the campaign summary after a two-week review. The County retains ownership of all materials and recordings.
The contract term is one year from award (on or after October 31, 2026) with up to four additional one-year renewal periods at the Director's discretion, subject to vendor acceptance and satisfactory performance. No price increases are permitted during the initial period; renewals allow increases upon 90 days' notice, capped at Consumer Price Index or Producer Price Index unless specifically authorized. There is no guaranteed minimum quantity. Vendors must maintain Commercial General Liability of $1 million per occurrence and $2 million aggregate, with Broward County named as additional insured. All responses must include firm, fixed F.O.B. Destination pricing. The Cone of Silence Ordinance prohibits all communications regarding the solicitation among vendors and County staff (except Purchasing Division, designated project managers, and OESBD) from advertisement until award. Vendors must complete and submit a Vendor Questionnaire, Domestic Partnership Act Certification, Anti-Human Trafficking Affidavit, Litigation History disclosure, and Location Certification (for local-preference consideration) with their responses.
