About this opportunity
Pasadena Water & Power (PWP), a department of the City of Pasadena in Los Angeles County, California, is soliciting sealed bids for the Maintenance Yards EV Charger Expansion project through a competitive invitation for bid (IFB) process. The project involves the construction and installation of a comprehensive electric vehicle charging infrastructure system at PWP's maintenance yards located at 311 W Mountain Street, Pasadena, California 91103. The selected contractor must provide all labor, supervision, tools, equipment, materials, and incidentals necessary to construct the project in strict accordance with approved design drawings and specifications, which include furnishing and installing 56 single-port 80-ampere Level 2 EV chargers with pedestals, one 600-kilowatt DC fast charging (DCFC) power cabinet with two dual-port satellite dispensers, three transformers, three distribution switchboards, one service main switchboard, cable trays, conduits, cables, bollards, parking lot striping, and arc flash hazard analysis with appropriate labeling. The City has obtained all required construction permits and will furnish certain major electrical equipment under separate procurement, requiring the contractor to coordinate receipt, handling, installation, and commissioning of owner-furnished equipment. Qualified bidders must hold a Class A General Engineering, Class B General Building, or C-10 Electrical Contractor license and must demonstrate relevant experience by submitting five completed projects of similar scope and size. Sealed electronic bids are due by 2:00 p.m. on Thursday, April 16, 2026, with questions to be submitted by April 2, 2026, at 2:00 p.m. The contract award will be made to the lowest responsive and responsible bidder, with an initial contract term of one year from the date of execution and a maximum performance schedule of 180 working days from the Notice to Proceed, with liquidated damages of $1,500 per day assessed for failure to meet the delivery deadline. Bidders must submit a 5 percent electronic bid bond and lump-sum pricing for the complete construction project and must comply with all applicable federal, state, and local regulations.
This procurement is subject to prevailing wage requirements under California Labor Code Section 1720 et seq., Davis-Bacon and Related Acts (DBRA) compliance for EPA-funded grants, Contract Work Hours and Safety Standards Act (CWHSSA) overtime provisions, and federal domestic preference provisions. All contractors and subcontractors must register with the California Department of Industrial Relations and comply with the Pasadena Living Wage Ordinance (applicable to contracts exceeding $25,000) and City minimum wage requirements. Bidders must possess a current Pasadena Business License and meet optional State of California Department of General Services Small and Micro Business Certification eligibility; the required forms documents establish compliance certifications and collect optional statistical reporting for ownership diversity tracking including African American, Asian, Armenian, Hispanic, Native American, disabled, and female-owned business categories. Contractors must submit Material and Labor Bonds at 50 percent of the contract price and Faithful Performance Bonds as required, along with proof of insurance meeting City construction standards prior to contract award. Contractors must also submit a Unique Entity Identifier (UEI) from SAM.gov, a Subcontractor Listing disclosing all subcontractors and shoring design engineers, a Relevant Experience Form documenting five comparable projects, a Declaration of Noncollusion, and compliance certifications including federal lobbying disclosures and certifications. The contract documents do not identify incumbent vendors or a specific overall budget range; however, the project budget and award value are determined by the lowest responsive and responsible bid meeting all requirements, with contractor total compensation including change orders not to exceed a maximum amount to be established in the contract documents and requiring prior City Council authorization for any overages.
