About this file

This is a Subcontractor Listing form for the Maintenance Yards EV Charger Expansion project being solicited by Pasadena Water & Power (PWP), a department of the City of Pasadena, California. The form requires bidders to disclose all subcontractors performing work on the project, with specific sections for identifying subcontractors and their descriptions of work, as well as separate sections for Civil or Structural Engineers responsible for shoring design if shoring is required as part of the project. Bidders must list up to seven subcontractors with their names, addresses, and work descriptions, and up to six shoring design engineers with corresponding information. Sealed electronic bids are due by 2:00 p.m. on Thursday, April 16, 2026, with the project involving the construction and installation of comprehensive electric vehicle charging infrastructure at PWP's maintenance yards, including 56 single-port Level 2 EV chargers, one 600-kilowatt DC fast charging power cabinet, three transformers, three distribution switchboards, and associated electrical infrastructure. The contract award will be made to the lowest responsive and responsible bidder, with an initial contract term of one year from execution and a maximum performance schedule of 180 working days from Notice to Proceed, with liquidated damages of $1,500 per day for schedule failures.

Qualified bidders must hold a Class A General Engineering, Class B General Building, or C-10 Electrical Contractor license and must demonstrate relevant experience through five completed comparable projects. All contractors and subcontractors must register with the California Department of Industrial Relations and comply with prevailing wage requirements under California Labor Code Section 1720 et seq., Davis-Bacon and Related Acts compliance for EPA-funded grants, and the Pasadena Living Wage Ordinance for contracts exceeding $25,000. Bidders must submit a 5 percent electronic bid bond, Material and Labor Bonds at 50 percent of contract price, Faithful Performance Bonds, proof of insurance, and compliance certifications including a Unique Entity Identifier from SAM.gov. The City has obtained all required construction permits and will furnish certain major electrical equipment under separate procurement, requiring the contractor to coordinate receipt, handling, installation, and commissioning of owner-furnished items.
