About this opportunity

The Maryland Department of Transportation, Maryland Aviation Administration (MDOT MAA) is soliciting bids for monthly computerized janitorial quality control and performance monitoring across Baltimore/Washington International Thurgood Marshall Airport (BWI Thurgood Marshall) and Martin State Airport, with bids due February 25, 2026 at 1:00 p.m.

The scope spans the Airport Terminal Building (2.1 million square feet), Hourly Parking Garage, and 15 outer buildings totaling 4.7 million square feet. The contractor must provide all labor, supervision, materials, and expertise to perform monthly computerized cleanliness profiles in public and tenant spaces, utilizing tablet-based data collection, industry-standard performance metrics (gloss meter readings, ATP readings), and web-based 24/7/365 reporting platforms. Contractors must demonstrate prior experience providing janitorial quality assurance services at Category X airports with facilities of at least one million square feet and must be registered on eMaryland Marketplace Advancement (sourcing project BPM-054893) to be eligible for award.

The total contract spending authority is not to exceed $200,000 over an 18-month initial term. Bidding will be structured in two envelopes: Envelope A contains technical qualifications and experience documentation; Envelope B contains cost proposals. Only contractors deemed acceptable during technical evaluation will have their cost proposals opened publicly at the bid opening on March 18, 2026 at 1:00 p.m. via Microsoft Teams. Award will be based on the lowest responsive bid meeting specifications. Bids are irrevocable for 90 days following opening. A bid bond and performance bond are required if the total contract price exceeds $100,000. The contract is subject to Maryland Living Wage Law and commercial nondiscrimination policies. No MBE goals apply. Selected personnel must complete airport security badging (estimated two weeks). Monthly oversight meetings between the contractor and MAA's Office of Custodial Services will occur. Award is contingent on approval by the Maryland Secretary of Transportation and the Board of Public Works. A pre-bid meeting was held January 22, 2026; six addenda have been issued as of February 24, 2026.
