The contractor shall provide all labor, supervision, materials, and expertise to perform monthly computerized profiles of cleanliness in public and tenant spaces throughout the Airport Terminal Building, Hourly Parking Garage, and other outer buildings. The solicitation requires contractors to demonstrate prior experience providing janitorial quality control and quality assurance services at Category X airports with facilities of at least one million square feet, utilizing computerized inspection methods and tablet-based data collection. A pre-bid conference is scheduled for January 22, 2026, via Microsoft Teams at 10:00 a.m., with responses due by 2:00 p.m. on January 20, 2026. Bid proposals are irrevocable for 90 days following bid opening. The contract award is contingent upon approval by the Maryland Secretary of Transportation and the Board of Public Works. The initial contract term is 18 months, with a total contract spending authority not to exceed $200,000.

Bidders must submit pricing for routine monthly inspection costs, quality assurance tablet costs, and an extra work allowance for non-routine and emergency expenses. A bid bond is required if the total contract price exceeds $100,000, and a performance bond is required if the resulting contract price exceeds $100,000. The contract is subject to Maryland's Living Wage Law requirements for service contracts. All bidders must comply with commercial nondiscrimination policies, minority business enterprise regulations, veteran-owned small business enterprise laws, and drug-and-alcohol-free workplace certifications. Bidders are required to complete multiple affidavits addressing conflicts of interest, bribery convictions, criminal convictions, debarment status, collusion, tax payment compliance, and environmental marketing claims. Award of the contract shall be based on the responsive bidder submitting the lowest responsive bid meeting specifications. The solicitation emphasizes that contractor selection must demonstrate a robust quality assurance process with computer-based algorithms, data storage and retrieval capabilities, analysis methodologies, and web-based reporting platforms accessible 24/7/365 to airport administration.

B. CERTIFICATION REGARDING COMMERCIAL NONDISCRIMINATION

The undersigned bidder hereby certifies and agrees that the following information is correct: In preparing its bid on this project, the bidder has considered all proposals submitted from qualified, potential subcontractors and suppliers, and has not engaged in "discrimination" as defined in §19-103 of the State

Finance and Procurement Article of the Annotated Code of Maryland. "Discrimination" means any disadvantage, difference, distinction, or preference in the solicitation, selection, hiring, or commercial treatment of a vendor, subcontractor, or commercial customer on the basis of race, color, religion, ancestry, or national origin, sex, age, marital status, sexual orientation, or on the basis of disability or any otherwise unlawful use of characteristics regarding the vendor's, supplier's, or commercial customer's employees or owners. (1) Fail to request, receive, or otherwise obtain authorization from the certified minority business enterprise to identify the certified minority proposal;

(2) Fail to notify the certified minority business enterprise before execution of the contract of its inclusion in the bid or proposal;

(3) Fail to use the certified minority business enterprise in the performance of the contract; or

(4) Pay the certified minority business enterprise solely for the use of its name in the bid or proposal.

Section M (Bid/Proposal Affidavit) MAA-MC-26-015
