About this file

Addenda No. 5 is a supplementary document issued by the Maryland Aviation Administration for the MAA MC 26-015 Janitorial Services Quality Control and Performance Program at Baltimore/Washington International Thurgood Marshall Airport. This addendum modifies the original solicitation for monthly computerized cleanliness profiling services across the Airport Terminal Building, Hourly Parking Garage, and outer buildings. The addendum provides clarifications, corrections, and amendments to the contract requirements, technical specifications, and evaluation criteria outlined in the base solicitation documents.

The addendum addresses specific questions and concerns raised by potential bidders regarding contract performance standards, quality control procedures, staffing requirements, and service delivery protocols. It includes revised language, additional requirements, and clarifications intended to ensure all bidders have consistent information for proposal preparation. As a modification to the existing solicitation, this addendum becomes part of the binding contract documents and supersedes any conflicting provisions in previous versions. Prospective contractors must acknowledge receipt of Addenda No. 5 in their bid submissions to be considered responsive to the solicitation.

This Addenda No. 5 consists of the following questions and responses:

Question 1:

Please define the “Tenant Spaces” from Section TP-1.01, “General Scope of Work”

(quoted below with emphasis added). Presumably this includes both airside / secured areas and landside / public areas?

A. “The Contractor shall provide all labor, supervision, materials, and expertise to perform monthly computerized profiles of the cleanliness in the public and tenant spaces of the Airport Terminal Building and various other locations such as the Hourly Parking Garage and Outer Buildings at Baltimore/Washington

International Thurgood Marshall Airport (BWI Thurgood Marshall) in accordance with the technical provisions.”

MAA Response: Refer to TP-1.06 Contract Responsibilities. The square footage is listed in TP-

1.06, A., and all of the information needed to bid on the contract is in this section.

Question 2:

Please elaborate on the “defined cleaning standards” from Section TP-1.01, “General

Scope of Work” (emphasis added):

B. “As referenced in these technical provisions, the goal for this program is to establish definable cleaning standards that can be tracked from month-to-month and year-to-year so that the Administration may determine of the cleaning at BWI Thurgood Marshall meets the cleaning standards set forth in the services contracts as referenced in TP-1.06 through TP-1.09.”

MAA Response: Refer to TP-1.06 through TP-1.09 as TP-1.01, B. referenced.

Question 3:

Section TP-1.06 “Contractor’s Responsibilities,” sub-section F (monthly performance management reports on “actual cleanliness levels”): Please clarify on the scope of

“Equipment inspections.”

For example: Whose equipment, and which types of equipment? Is the inspection only for cleanliness, or the functionality of the equipment as well?

MAA Response: The inspection for “equipment” is for how the equipment is treated and maintained and is the equipment the proper tool for the task assigned.

Question 4:

Section TP-1.06 “Contractor’s Responsibilities,” sub-section J (monthly management reviews): Do these monthly review meetings have to be in-person, or can they be held virtually?

MAA Response: The meetings can he held in-persons or through Microsoft TEAMS, the online meeting system we use in the MAA. This was covered in the contract Pre-Bid Meeting.

Question 5:

Section TP-1.06 “Contractor’s Responsibilities,” sub-section L (in-house quality assurance inspection program):

A) Do the training sessions for the in-house OCS inspection team entail one-on-one training for each tablet holder, or can training done in a group setting both in person and via zoom? In addition:

B) Is training for new employees on the inspection platform considered billable under the monthly bill, or categorized under the extra work allowance?

C) Are tablets returned after shifts and under the control of the OCS?

D) Are replacement tablets billed separately, included in the monthly bill or under the extra work allowance?

MAA Response: Please see responses for each part of the question below:

A) Do the training sessions for the in-house OCS inspection team entail one-on-one training for each tablet holder, or can training be done in a group setting both in person and via zoom?

MAA Response: The training for each tablet holder will be one group setting to initiate the program, and then refresher within the monthly meetings for new users. Yes, the meetings can be virtual via zoom or TEAMS.

B) Is training for new employees on the inspection platform considered billable under the monthly bill, or categorized under the extra work allowance?

MAA Response: The training for new employees is part of the Routine Monthly Inspection Costs as referenced in TP1.11 Compensation to Contractor.

C) Are tablets returned after shifts and under the control of the OCS?

MAA Response: No, they are kept by the janitorial contractors and the contractors are responsible to the MAA for the tablets.

D) Are replacement tablets billed separately, included in the monthly bill or under the extra work allowance?

MAA Response: Yes, billed separately under the extra work allowance.

Question 6:

Section TP-1.07 “Quality Assurance Inspection Tablets,” sub-section C (number of tablets to be provided): Please confirm that only the one tablet intended for use in the

Outer Buildings needs a data plan, but not the 18 tablets intended for the OCS (3) /

Terminal staff (14) / Outer Building project manager (1).

MAA Response: Correct, one tablet for the outer buildings needs a data plan. The others do not.

Question 7:

Section TP-1.17 “Parking” mentions that the Contractor is required to be on site for four days per month for inspections and “coordinate with the Contract Administrator or Office of Custodial Services personnel for validation of the daily parking tickets.” Does this mean that all monthly inspections must be completed within a four-day period, or is it permitted to take more than four days (but the Contractor is expected to pay for parking out of pocket for additional days beyond four)?

MAA Response: The Contractor is required to perform the inspections in four days in any month.

If there is an exception requiring more than four days to do inspections, the Contractor will need to provide a reason in writing to the MAA Contract Administrator, and that request will not necessarily be approved. If the request is approved by the MAA in writing, the MAA will validate the parking. If the request is not approved, the Contractor is expected to pay for the parking for any additional days beyond four.

Question 8:

Section Q, “Experience Questionnaire”:

Question 2, “documentation and references”: How many references are needed?

Question 3, “largest gross computerized cleaning profile service contract your organization has handled… in the last two years”:

Is “largest” referring to total cleanable area or annual dollar amount?

MAA Response:

The contractor must provide a minimum of three (3) references that demonstrate experience performing janitorial Quality Control / Quality Assurance (QA) services at a Category X airport or equivalent facility, as outlined in TP-1.03, A.4.

“Largest” refers to total cleanable square footage of the facility covered under the computerized cleaning profile service contract within the last two years. This ensures bidders have experience of managing large-scale operations similar to BWI Thurgood Marshall Airport.

The contractor must provide documentation and references that they have provided janitorial

Quality Control / Quality Assurance (QA) services in a size Category X, performing monthly computerized profiles of the cleanliness in the public and tenant spaces of Airport terminal facilities and various other locations of at least one million square feet.

Category X is described in TP-1.03. B.
