About this opportunity
The City of Rio Rancho, New Mexico, in Sandoval County, is soliciting sealed proposals through RFP 26-004-PW for the design of the Loma Colorado Boulevard Extension project. This procurement seeks professional design services for a two-lane roadway extension from Silent Springs Drive to Broadmoor Boulevard, inclusive of auxiliary turn lanes, striping, lighting, and signal improvements; a box culvert to facilitate road crossing over Arroyo de Los Montoyas; and a roundabout at the intersection of Chessman Drive and Silent Springs Drive. The successful contractor must complete all phases of design work including initial and detailed evaluation of alternatives, environmental documentation, preliminary design at 30% completion, final design and right-of-way mapping at 60% completion, bidding phase services, and construction inspection services. All deliverables must comply with Federal, State, and City standards, the New Mexico Department of Transportation Design Manual, and must be prepared by licensed professionals registered in New Mexico; work product becomes the exclusive property of the City. Evaluation criteria employ a 110-point technical scale assessing project understanding and approach (70 points), experience and qualifications (30 points), and proposal quality (10 points), with additional points available for oral presentations (30 points) and best and final offers (20 points). Sealed proposals must be submitted electronically through the City's Bonfire portal no later than 2:00 PM MST on April 16, 2026; the deadline for submitting written questions is March 26, 2026, with responses provided by April 2, 2026. Proposals must include separate Technical Proposals and Estimated Man-Hour Proposals, with no cost information included in technical submissions.
The City of Rio Rancho encourages participation from Disadvantaged Business Enterprises (DBEs), small and minority businesses, women-owned businesses, and labor surplus area firms, with all qualified offerors receiving consideration regardless of race, color, religion, sex, gender identity, sexual orientation, national origin, ancestry, age, or disability. Successful contractors must maintain professional liability insurance of at least $1,000,000 per claim and $2,000,000 aggregate, as well as commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate on an occurrence basis. The contract is subject to Federal Contract Provisions including Davis-Bacon Act prevailing wage requirements, Contract Work Hours and Safety Standards Act protections, Clean Air Act and Federal Water Pollution Control Act compliance, debarment verification, and Byrd Anti-Lobbying Amendment certifications. Liquidated damages are assessed at $200 per calendar day for delays in completing design phase services, with additional damages applying if as-built drawings are delivered more than 21 days after project completion. The design phase is funded through local City funds; however, all design must meet State and Federal requirements to ensure eligibility for subsequent project phases. No specific budget range or award value is stated in the procurement documents; compensation will be based on the successful offeror's submitted man-hour proposal and negotiated fee schedule.
