About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on locks, lock parts, and supplies for the Mexia State Supported Living Center under IFB HHS0017828, with bids due September 10, 2026 at 10:30 a.m. Central Time. The contract is a blanket purchase order available for use by both HHSC and the Department of State Health Services (DSHS), with no volume, usage, or compensation guaranteed.
The scope comprises nine line items of commercial-grade locking hardware specified with ANSI/BHMA grades and finishes: 6-pin interchangeable cores, key-retracting latchbolt panic hardware, entry lever and storeroom cylindrical locksets, brass chrome-plated padlocks (non-key retained and key-retaining configurations), heavy-duty communicating cylindrical locks, and IC single cylinder no-turn knob deadbolts. All items must feature Small Format Interchangeable Core (SFIC) system capabilities, accommodate multi-level master key hierarchies for institutional facilities, and meet Joint Commission standards. Bidders proposing products other than those specified by brand or part number must submit supporting literature for evaluation.
The estimated contract value is up to $75,000 based on historical spending of $50,000 for a one-year period. The initial contract term runs September 14, 2026 through August 31, 2027, with an option to extend for up to one additional year at HHSC's sole discretion subject to funding availability. Pricing must be firm and fixed for the contract life, submitted on Exhibit C, and include all labor, materials, supplies, and freight. Standard delivery is 14 days after receipt of order, F.O.B. Destination with freight prepaid. Price adjustments may be permitted only at HHSC's sole discretion, correlated with the Consumer Price Index or Federal Minimum Wage increases. Bidders are encouraged but not required to submit a Historically Underutilized Business (HUB) Subcontracting Plan. HHSC reserves the right to make single or multiple awards and will evaluate responses based on meeting specifications, delivery capability, and price, with award contingent upon executive commissioner approval. Questions are due September 1, 2026 at 10:30 a.m.; responses will be posted as an addendum on September 4 at 10:30 a.m.
