About this opportunity

The County of Orange, Probation Department, is issuing a competitive Invitation for Bids (IFB-2960803-DV) for a complete LiveScan System solution through its electronic eProcurement Portal. The procurement encompasses a fully integrated fingerprint capture system featuring an adjustable-height cabinet with tenprint and palm capture capabilities, an FBI Appendix F certified 1000PPI scanner with moisture optics, FBI-certified Live Scan software with automatic fingerprint sequencing and duplicate checking, a computer workstation with monitor and keyboard, a ruggedized cabinet, standard Orange County workflows and profiles, on-site installation, comprehensive on-site training, one-year warranty coverage with on-site response and parts replacement, and freight delivery to Anaheim, California. The contract includes extended annual maintenance with Touch Print Enterprise Customization for years two through five, encompassing all labor, parts, installation, and travel costs. Bids must be submitted electronically by February 11, 2026, at 2:00 PM, with all questions due by Wednesday, February 4, 2026, at 2:00 PM. The County will award to the lowest responsive, responsible bidder and reserves the right to make multiple awards or reject any bids at its discretion. Pricing must be submitted as firm prices for each line item separately, with bids remaining valid for 365 days after the closing date. Successful contractors must demonstrate experience with LiveScan systems and provide current W-9 or 587/590 forms, certificates of insurance with additional insured endorsements, valid DUNS numbers, and valid UEI numbers prior to contract award.

Orange County Local Small Business (OCLSB) certified bidders and Disabled Veteran Business Enterprise (DVBE) certified bidders are eligible for preferential evaluation treatment, with a five percent preference deduction applied to original bid prices, subject to a maximum allowable preference of $100,000; bidders certified as both OCLSB and DVBE receive an eight percent preference deduction. All contractors must execute a Performance Bond and Labor and Material Payment Bond, with penal sums equal to or exceeding the estimated contract amount, and comply with California Civil Code requirements. The initial contract term is three years, renewable for an additional two years by mutual written agreement subject to County Board of Supervisors approval, with pricing established through a firm fixed-fee structure and sales tax calculated at 7.75% for the Anaheim location. No price increases are permitted during the first contract year without documented proof of cost increases and a minimum of thirty days' advance written notice. The contract will be extended as a cooperative contract potentially available to other municipalities, counties, public utilities, hospitals, educational institutions, and nonprofit or governmental organizations, with a two percent administrative rebate on total subordinate contract sales payable to the County of Orange. The exact contract award value is to be determined (TBD) pending bid responses, though the total compensation includes the LiveScan machine with one-year warranty plus annual maintenance fees for years two through five.
