About this opportunity
The City of Tucson is seeking to establish an annual requirements contract for Light and Heavy-Duty Vehicle Transmission Rebuild or Exchange Unit Service through Invitation for Bid (IFB) No. 226060. The procurement is specifically for the Environmental and General Services Department's Fleet Services Division and covers transmission services for four distinct vehicle groups: General Motors, Chrysler Corporation, Ford Motor Company, and Allison Automatic Transmissions. Bidders may submit proposals for one or more groups, with the city intending to award two positions per group to the lowest and second-lowest responsive and responsible bidders. The contract will cover transmission rebuilds and exchange services for the city's fleet of approximately 2,200 vehicles, with contractors required to provide local service and repair facilities. Key deliverables include comprehensive transmission rebuilding, including remove and replace labor, torque converters, and all necessary sensors and electrical components. The bid was published on June 7, 2022, with bids due on June 29, 2022, at 2:00 PM local Arizona time, and includes a pre-bid conference scheduled for June 16, 2022. The initial contract term is one year, with options to renew for four additional one-year periods.
The solicitation does not explicitly detail specific set-aside designations, but it incorporates standard municipal requirements including living wage ordinances and non-discrimination policies. Contractors must maintain warranty coverage ranging from one to three years depending on the transmission group and comply with various municipal and potentially federal procurement guidelines. The pricing structure allows for percentage discounts on unlisted parts and includes provisions for hourly labor rates for non-standard repairs. While no incumbent vendors are specifically mentioned, the contract allows for potential cooperative purchasing with other public agencies. The estimated annual contract value is not explicitly stated, but the comprehensive nature of the solicitation suggests a potentially significant procurement spanning multiple transmission types and vehicle groups. Estimated annual quantities vary by transmission type, ranging from 2 to 15 units per line item across the different groups. Contractors will be evaluated based on responsiveness, responsibility, compliance with technical specifications, and competitive pricing across the specified transmission groups.
