About this opportunity
The Georgia Department of Revenue awarded a contract to Georgia Correctional Industries for the production and statewide delivery of license plates and registration supplies to serve approximately ten million registered vehicles across Georgia, with the award announced on April 25, 2023 following an RFP that closed on January 19, 2022.
The scope encompasses manufacturing and shipping license plates, registration cards, IFTA stickers, temporary operating permits, handicap placards, and related supplies directly to customers and maintaining six to eight weeks of inventory levels at state branches. GCI must implement digitally printed license plate production, inventory management systems, quality control procedures, and comprehensive business continuity and disaster recovery planning. The solicitation evaluated 27 criteria spanning implementation organization, system integration, production processes, inventory management, shipping operations, damage handling, warranty provisions, service level agreements, customer service protocols, and security controls across physical, operating system, data, application, and operational domains.
The estimated award amount for the initial three-month term is $3,261,558.66, with a six-month renewal option valued at $6,523,117.32 and up to seven additional twelve-month renewal terms at amounts to be determined. All award amounts are estimates under the open agency contract structure. GCI's total estimated price for current volumes was $13,046,234.64 compared to 3M Company's $17,600,910.04, generating estimated savings of $4,554,675.40 for the state.
GCI, the incumbent since 2015 operating from Telfair State Prison, scored 764 total points (564 technical, 200 cost) against 3M's 618 points (470 technical, 148 cost). GCI demonstrated superior existing operational infrastructure, proven forecasting and inventory management capabilities sustained through COVID-19, and comprehensive business continuity documentation. 3M, a new entrant relying on multiple subcontractors, scored lower on integration details, ongoing support, and subcontractor coordination documentation. Avery Dennison Inc was deemed non-responsive for failing to submit mandatory documentation and agree to required terms. Protests must be submitted to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual guidelines updated in August 2020. The issuing officer is Vanessa Walker at DOR-Solicitation@dor.ga.gov.
