About this file

This is a Master Evaluation document for RFP #47400-DOR0000113, issued by the Georgia Department of Revenue (DOR), evaluating proposals for the production and statewide delivery of license plates and registration supplies for ten million registered vehicles in Georgia. The solicitation required offerors to provide comprehensive solutions including digitally printed license plate and registration production, inventory management systems, shipping directly to customers, and maintaining six to eight weeks of inventory levels at county branches and state facilities. Two offerors submitted proposals: Georgia Correctional Industries (GCI) and 3M Company, each evaluated across 27 evaluation criteria divided into technical questions (MS 1-MS 23) and technical security questions (MS 24-MS 27). Evaluation categories assessed implementation organization, system integration capabilities, production processes, inventory management, shipping operations, damage handling, quality control, warranty provisions, reporting requirements, service level agreements, customer service protocols, business continuity and disaster recovery plans, and comprehensive security controls across physical, operating system, data, application, and operational domains.

Georgia Correctional Industries achieved a total validated technical score of 564 points (with a cost score of 200, totaling 764 points), while 3M Company scored 470 points technically (with a cost score of 148, totaling 618 points). GCI, the incumbent contractor providing services since 2015, demonstrated superior performance across most evaluation criteria due to its existing operational infrastructure within Telfair State Prison, established relationships with the single subcontractor ITI, proven forecasting and inventory management capabilities that sustained operations through COVID-19, and comprehensive documentation of business continuity and disaster recovery plans with biannual exercises. GCI exceeded requirements in backup and recovery procedures, unplanned outage communication protocols, and business continuity planning. In contrast, 3M Company, a new entrant, relied heavily on multiple subcontractors (i3-BIS for inventory and fulfillment, and Irwin Hodson Group for manufacturing), failed to demonstrate prior collaborative implementation experience between these partners, provided marginal responses regarding IFTA sticker requirements and two-year registration inventory management, and scored lower on integration details, ongoing support capabilities, and subcontractor relationship documentation, though it provided competitive implementation timelines and addressed NCOA address correction processes comprehensively.

RFP #: 47400-DOR0000113

RFP Name: License Plates and Registration

Offeror Name

Revised 09/28/2011 Page 8 of 13 SPD-EP013

MS 7 Describe your process for shipping directly to the customer and bulk shipments to the Branches as outlined in the Scope of Work.

40 Adequate Supplier failed to understand IFTA stickers requirements which do not go to the county tag offices and stated they would provide six to eight week supply - IFTA stickers are provided on an annual basis all at the same time.

Supplier understood most of the requirements and the proposal adequately addressed inventory at the branches and direct mail and provided information on next day mail service

20.00 Adequate Says iPRIME will include the printing of box label but no mention of barcodes or other methods for quality assurance. USPS is the shipping vendor and put into mail within 1 business day. States branch orders will not contain more than 100 plates in a box and that signatures are required upon delivery. Registration/decals in boxes with no more than 100, handicap placards in boxes with no more than 100, and TOPs orders at requested quantities.

Will return sequence # info to DOR upon shipment.

20.00 Adequate The offeror provided adequate information to

indicate they would be able to ship inventory to the appropriate parties.

20.00

MS 8 Describe your process for shipping where NCOA identifies a different address than MVD has on file. If the mailing cannot be forwarded, what is your process?

30 Good Supplier stated they would use CASS and NCOA to provide corrected addresses. No information about providing corrected addresses to DOR. Although the RFP stated that DOR will be responsible for processing undelivered items, they recommend returning to sub-contractor facility. DOR will be invoiced for the remailing of license plate if incorrect address is provided.

22.50 Good Uses NCOA plus CASS software to update DOR's

address for mailings. In the event on address conflicts, the package is removed from the batch. States that undeliverable mail has a few options (re-attempt to mail, return to DOR, or hold and wait for direction from DOR).

In-house unclaimed solution would benefit DOR.

22.50 Excellent In their response, the offeror provided several optional regarding address updates once NCOA indicates that their may be a discrepancy. The offerors proposed process of returning mail to the Fort Wayne location may provide significant enhancement to DOR's current process.

30.00
