About this opportunity
Dallas Independent School District (Dallas ISD) is requesting proposals for library print, e-books, and digital resources to support PK-12 curriculum, reading growth, student choice, and equitable access on a district-wide, as-needed basis, with proposals due September 10, 2026. This RFP replaces TJ-206442; vendors previously awarded on that contract are encouraged to respond, and all vendors including sole-source providers may participate.
The Small Business Enterprise (SBE) compliance component carries up to 20 percentage points of the evaluation score. Dallas ISD's aspirational SBE goal is 30 percent of total contract dollar value. Scoring criteria include SBE enhancements and capacity building (up to 3 points), SBE references (up to 2 points), certified SBE joint venture or prime subcontractor teaming agreements (up to 5 points), subcontractor utilization with certified SBEs (up to 5 points), and an SBE participation plan (up to 5 points). All respondents must complete and return the SBE Compliance Guidelines and Forms; failure to do so results in a zero score for the SBE component. Certification may come from the Small Business Administration, Texas Department of Transportation, Women's Business Council Southwest, or approved regional certification authorities. Vendors may submit good faith effort documentation if utilizing only non-certified SBE subcontractors.
The scope includes physical library materials in hardcover and paperback, shelf-ready processing with barcoding and spine labels, professional cataloging with MARC records compliant with Resource Description and Access standards, classroom sets and supplemental materials, digital e-books with flexible licensing models, audiobooks, read-along files, and interactive graphic collections available in English and Spanish. Vendors must provide digital platform integration with Dallas ISD's library automation system and single sign-on access for students and staff. Flexible digital licensing options must include single-user perpetual access, multi-user simultaneous-access licensing, and metered access bundles. All materials and services must comply with Dallas ISD Board of Trustees content-review and material-selection policies.
The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide ninety days' written notice prior to contract expiration if non-renewal is intended. Submissions must be made electronically via the Bonfire portal at https://dallasisd.bonfirehub.com; paper submissions are legally accepted but discouraged and must be delivered sealed to Dallas ISD Procurement Services, 9400 N Central Expwy, Suite 1510, Dallas, TX 75231. Award will be based on best value criteria including price, vendor reputation and quality, extent to which goods or services meet district needs, past relationship with the District, SBE participation and compliance, total long-term cost, and principal place of business or number of employees in Texas. Dallas ISD is exempt from federal excise tax and state tax; tax should not be included in bid totals. Vendors providing educational technology services requiring access to district data must comply with the Educational Technology Vendor Data Sharing Agreement, which mandates Multi-Factor Authentication, 256-bit AES encryption at rest, TLS 1.2 encryption in transit, data maintenance within the United States only, and breach notification within 72 hours.

This Request for Proposal (RFP) will be used to purchase library and literacy materials and services, including print books, classroom collections, shelf-ready library books, MARC records, audiobooks, e-books, digital content licenses, and literacy platforms to support PK-12 curriculum, reading growth, student choice, and equitable access. This is for District-wide use, on an "as needed" basis. This RFP is replacing RFP TJ - 206442 Library Print, Digital, and Processing Services. Vendors Awarded on TJ-206442 are encouraged to respond to this RFP. All vendors are encouraged to participate even if vendors are the sole source providers. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year extensions based on the long-range needs of the District and mutual consent of both parties not to exceed five (5) years total. Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract, that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the then-current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining options to renew shall expire and terminate.
