About this opportunity
Santa Rosa County, Florida is issuing Request for Proposals 26-022 to procure Dedicated Internet Access (DIA) and Wide Area Network (WAN) Transport services for its Library System. The County seeks qualified Service Provider Identification Number (SPIN)-registered bidders with the USAC Schools and Libraries Division to provide symmetrical, 100% fiber-optic connections to six library locations: the Library Administration office at 6275 Dogwood Drive in Milton, Florida (requiring minimum 1 Gbps download and upload speeds with options up to 5 Gbps) and five library branches—Pace, Navarre, Gulf Breeze, Jay, and Milton Libraries (each requiring minimum 500 Mbps download and upload speeds with options up to 1 Gbps). All services must be fully managed leased lit fiber connections that are fully operational by July 1, 2026, with the initial contract term running 36 months through June 30, 2029, renewable in one-year increments for up to two additional years. The selected contractor must submit pricing attachments with monthly recurring charges (MRC) and non-recurring charges (NRC) clearly segregated into E-Rate eligible and ineligible categories, with no price increases permitted during the contract term. Evaluation criteria are weighted as follows: Cost of Eligible Products and Services (40 points), Meets Technical Specifications (35 points), and Previous Vendor Experience (25 points). Proposals must be submitted electronically through the Santa Rosa County Procurement Portal by 10:00 am Central Standard Time on Monday, March 23, 2026, with questions due by 12:00 pm on Friday, March 13, 2026. All awarded contracts are contingent upon E-rate funding approval and will be null and void if funding is not obtained.
Santa Rosa County encourages participation from small businesses, minority-owned enterprises, women-owned businesses, and disadvantaged business enterprises, though no set-asides are specified. Contractors must maintain comprehensive insurance coverage including workers' compensation with employer's liability limits of $100,000 per accident and $500,000 per policy, commercial general liability of $1,000,000 per occurrence and $2,000,000 in aggregate, and business auto liability of $500,000 per occurrence. All service providers must offer the Lowest Corresponding Price (LCP) as required by FCC regulations and certify compliance with FCC rules prohibiting equipment or services from Huawei, ZTE, or other covered companies posing national security threats. Contractors must also certify non-participation in boycotts of Israel and prohibited business operations in Cuba, Syria, Sudan, or the Iran Petroleum Energy Sector, and comply with all public records requirements under Florida Statute Chapter 119. Contracts must include provisions permitting early termination without penalty if a library location closes and allowing new library locations to be added at existing monthly recurring charge rates plus installation costs for the duration of the contract term. No incumbent vendor or current contractor information is identified in the procurement documents, and no specific award value or budget range is disclosed in the available materials; pricing will be submitted by qualified bidders on a not-to-exceed basis.
