The City of Tampa has issued a Request for Proposals to lease a 19,050-square-foot building located at 2806 North 15th Street in the Ybor City Historic Districts and East Tampa Community Redevelopment Area. The procurement seeks a qualified 501(c)(3) nonprofit organization to operate recreational, educational, and accessory daycare programs serving underserved residents. Proposers must be active with the Florida Division of Corporations, demonstrate a minimum of ten years of continuous nonprofit experience, and have satisfactorily performed under at least one prior lease or license agreement with a government agency requiring similar services. The initial lease term is five years with up to three optional five-year renewal periods, structured as triple net with the lessee responsible for all operating expenses, capital costs, repairs, maintenance, utilities, insurance, and taxes. Proposers must submit comprehensive proposals by March 6, 2026, at 3:00 p.m. through the OpenGov eProcurement Portal, with a non-mandatory pre-proposal conference scheduled for February 17, 2026, at 10:00 a.m., and a question submission deadline of February 23, 2026, at 12:00 p.m. Evaluation criteria include consideration and benefit to the City (20 points), proposal completeness and consistency with RFP purpose (20 points), proposer experience (20 points), financial capacity (20 points), criminal history screening practices (5 points), and Small Local Business Enterprise participation (15 points). All exterior work, site plans, signage, and renovations require review and approval by the Barrio Latino Commission for consistency with Ybor City Design Guidelines and the Secretary of the Interior's Standards for Rehabilitation, with a Certificate of Appropriateness required prior to permitting.
The RFP is restricted to 501(c)(3) nonprofit organizations only, with strong emphasis on Small Local Business Enterprise participation worth up to 15 evaluation points; proposers earning maximum SLBE points must either be City of Tampa-certified SLBE prime contractors utilizing certified SLBE subconsultants or non-certified prime contractors with certified SLBE subconsultants on meaningful work segments. Proposers must demonstrate financial capacity through submission of three years of federal tax returns, audited financial statements, three financial references, funding source documentation for building improvements, and evidence of ability to fund annual rent and operating costs; any lease or contract terminations for default, breach, pending litigation, or other disqualifying factors within the preceding five years must be disclosed. The property is provided as-is with imminent roof repairs to be the tenant's responsibility; no designated or reserved parking is available, with employees and patrons required to use street parking on a first-come, first-served basis. Required submissions include completed Project Description and Qualifications forms, Financial Capacity documentation, Proposed Lease Business Terms, Acceptance of Basic Lease Terms, E-Verify compliance proof, and ADA accessibility compliance documentation; Small Local Business Enterprise participation requires submission of DMI 10, 20, and 40 forms with Good Faith Efforts documentation. No specific rental price or budget range is established in the RFP; lease terms including base rent per square foot, escalation rates, and other financial considerations will be negotiated and subject to approval by City Council and potentially the Community Redevelopment Agency, with the final lease agreement requiring City Council and Mayor approval.
