About this file
This Financial Capacity attachment is a qualification document for the City of Tampa's request for proposals to lease a 19,050-square-foot property located at 2806 North 15th Street in the Ybor City Historic District. The RFP seeks a qualified 501(c)(3) nonprofit organization to operate recreational, educational, and accessory daycare programs serving underserved residents, with proposals due March 6, 2026, at 3:00 p.m. through the OpenGov eProcurement Portal. A non-mandatory pre-proposal conference is scheduled for February 17, 2026, at 10:00 a.m., with a question submission deadline of February 23, 2026. The initial lease term is five years with up to three optional five-year renewal periods. Financial capacity comprises 20 evaluation points of the total scoring criteria.
Proposers must demonstrate financial capacity by providing three financial references from banks or corporations; documentation of funding sources for building improvements and tenant improvements; evidence of ability to fund annual rent and operating costs; and federal tax returns and audited financial statements for the past three years. Applicants must disclose any lease, agreement, or contract terminations for default, breach, or cause within the preceding five years, providing full details of counterparties and the proposer's position on the matter; failure to disclose such terminations may result in proposal rejection or immediate termination of any resulting lease agreement. Proposers must also identify all pending or past litigation filed against them in the last five years, provide a list of monetary contributions or grants received from Florida, Hillsborough County, or other government entities over the past five years, and submit projected annual income with supporting documentation. Additional required documentation includes operating and business plans, 501(c)(3) confirmation if applicable, board member lists with resumes, and articles of incorporation and bylaws.

4. Has Proposer had a lease/agreement/contract terminated for default/breach/cause in the last five
(5) years immediately preceding the opening date of this RFP? Termination for default/breach/cause is hereby defined as notice by the counterparty to stop performance which was delivered to the Proposer due to the Proposer's non-performance or poor performance and the issue of performance was either not litigated due to inaction on the part of the Proposer; or litigated and determined in a court judgement that the Proposer was in default/breach.
If Proposer has had a lease/agreement/contract terminated for default/breach/cause in the time period set forth in the paragraph immediately above, please submit full details including the counterparty's full legal entity name, address, phone number, email address, and point of contact name. In the event a Proposer fails to disclose in its proposal any termination for default/breach/cause as described in this Paragraph (a), upon the City’s discovery of such termination for default/breach/cause, the City shall have the right to either (a) reject such Proposer’s proposal from further consideration for award or (b) immediately terminate any Lease Agreement and/or other agreements with such Proposer resulting from the award of this RFP (as applicable).
5. The Proposer shall identify any pending lawsuits, past litigation relevant to subject matter of this RFP, providing a statement of any litigation or pending lawsuits that have been filed against the Proposer in the last five (5) years.
