About this file
This is a Financial Capacity attachment for the City of Tampa's Request for Proposals to lease a 19,050-square-foot property located at 2806 North 15th Street in Ybor City. The RFP seeks a qualified 501(c)(3) nonprofit organization to operate recreational, educational, and accessory daycare programs serving underserved residents. Proposals are due March 6, 2026, at 3:00 p.m., with a non-mandatory pre-proposal conference on February 17, 2026, and a question deadline of February 23, 2026. The initial lease term is five years with up to three optional five-year renewal periods. The property is leased on a triple net basis, with the lessee responsible for all operating expenses, capital costs, repairs, maintenance, utilities, insurance, and taxes. Financial capacity comprises 20 points of the evaluation criteria.
The Financial Capacity attachment requires proposers to submit three financial references; documentation of funding sources for building improvements and upfront costs; evidence of ability to fund annual rent and operating obligations; federal tax returns for the past three years; audited financial statements for the last three fiscal years; and an operating and business plan. Proposers must disclose any lease, agreement, or contract terminations for default, breach, or cause within the preceding five years, including full details of the counterparty and the proposer's position on the matter. Additionally, proposers must identify any pending lawsuits or litigation filed against them in the last five years, provide a list of monetary contributions or grants received from the State of Florida, Hillsborough County, or other government entities over the past five years, and submit estimated projected annual income for each year of the lease term with supporting documentation. Failure to disclose terminations for default or breach may result in proposal rejection or immediate termination of any resulting lease agreement at the City's sole discretion.
